The Test and Evaluation Engineer/Analyst position will be part of a dynamic team supporting major systems acquisition, research and engineering on behalf of the Office of the Secretary of Defense at the Pentagon and Mark Center offices in nearby Alexandria, Virginia. Serco has engineering and program management contracts supporting the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (USD (R&E)). Our subject matter experts shape program engineering and acquisition strategies and plans; technology maturation strategies; mission analyses; systems engineering and integration reviews; technical risk mitigation; Joint requirements development; and inform acquisition milestones and modernization investment decisions.

You will be part of a 10+ member team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.

In the Test Engineer and Evaluation/Analyst position you will:

  • Work with a portfolio of programs to develop their technical strategies, document them in Test and Evaluation Master Plans (TEMPs) and Systems Engineering Plans (SEPs) and ensure that they are reflected in their Request for Proposal and contract

  • Maintain a pulse of programs via participation in Test & Evaluation, and Systems Engineering Working Integrated Product Team meetings, and systems engineering technical reviews. Document insights and contributions in the form of summaries, trip reports, weekly activity reports, and prep material for subsequent government engagements

  • Attend key component, subsystem, and system level testing events

  • Monitor program performance and execution metrics include that include Key Performance Parameters, Key System Attributes, Critical Technical Parameters, and Technical Performance Measures to assess performance-to-plan to inform mitigation activities. Monitor the verification of requirements to ensure the ability of programs to meet the mission vice specification requirements

  • Lead a team of engineers/analysts in conducting cross-functional, multi-discipline DT&E Sufficiency Assessments and DT&E Performance Assessments, and Independent Technical Risk Assessments that support critical acquisition milestones and engineering decisions; Each assessment will focus on identifying the technical risk within a program's test plan and/or test results and recommending specific mitigation measures

  • Evaluate the maturity of new technologies

Qualifications

In this role, you will have:

  • An active TS/SCI security clearance

  • A Bachelor's degree in a scientific, engineering, or other applicable technical or analytical discipline

  • 10 years of related engineering experience, preferably in the Aerospace and Defense industry

  • Knowledge of the DoD acquisition process, including theDoD Adaptive Acquisition Framework (AAF) gained from working in a program office or test organization

  • Knowledge of a program(s) within a portfolio of naval ships/submarines, strategic missiles, C4ISR and/or Nuclear Command Control and Communications (NC3) programs

  • Proficiency in MS Office including Outlook, Excel, and Word

  • Excellent interpersonal and communication (oral and writing) skills

Desirable qualifications include:

  • Master's degree

  • Experience interfacing with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs
