Summary You will serve as a SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST in the INSTALLATION SUPPORT DEPARTMENT 440 of NAVSUP FLC PEARL HARBOR. Responsibilities You will serve as the Joint Personal Property Shipping Division Director, responsible for household goods shipment management, and storage/vendor management. You will develop and implement procedures, policies and guidelines for counseling, shipment management and vendor management operations that maximize operational efficiency and customer satisfaction. You will analyze workload data and metrics to identify trends and opportunities to improve operational efficiency/customer satisfaction. You will oversee the development of technical data, estimates, statistics, suggestions and other information useful to higher level managers in determining which goals and objectives to emphasize. You will serve as Certified Contracting Officer's Representative (COR) or Program Manager for a Contract. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a thorough knowledge of traffic management and transportation policies, principles, and methodologies leading or supervising others in all areas of personal property shipment management (household goods entitlements, personal property counseling, inbound and outbound shipment management, non-temporary and temporary storage). Examples of Specialized Experience includes: 1) Providing thorough knowledge of a wide range of traffic management and transportation policies, principles, and methodology to furnish technical advice to higher echelons; 2) Applying in-depth knowledge of all areas of personal property shipment management including household goods entitlements, personal property counseling, inbound and outbound shipment management, non-temporary and temporary storage, including storage entitlements, quality assurance, warehousing practices, movers' liabilities and procedures for processing loss and damage claims to maximize operational efficiency and customer satisfaction; 3) Analyzing and resolving traffic management and transportation issues/problems, analyzing data, and providing recommendations to upper management to accomplish a variety of complex work assignments; 4) Demonstrating the ability to plan, supervise and review the work of others in order to provide technical advice and support to subordinates within the traffic management field.
