Job Description:
The Manager of Subcontracts will be responsible for the procurement of critical subcontracts as well as manage a team of subcontract professionals in support of L3Harris Agile Development Group (ADG). ADG specializes in developing disruptive, next-generation technologies for advanced Unmanned Air Systems (UAS / UAV), advanced radar systems, next-generation weapon systems, and other RF sensor technologies using small company agility and big company experience.

Essential Functions:
Manage cost, schedule and performance parameters as well as the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, requirements definition phase, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps.
Execute variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customer.
Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans.
Collaborate with stakeholders to develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Prepares proposal packages, conducts subcontractor conferences, analyzes and evaluates proposals to determine if costs are fair and reasonable, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
Negotiates and coordinates additions, deletions, or modifications to subcontracts.
Participates with Global Supply Chain Leadership to develop acquisition and supplier management policies and procedures that support the agility needed for the business while maintaining compliance.
Schedule performance and collaboration with engineering on the technical management of the subcontractor
Manage customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
Support government, customer and internal audits as required.
Manage Subcontract management staff by recruiting, selecting, orienting, planning and training employees. Coach, counseling, monitor, and appraise staff performance.
Manage team with focus on policy and strategy implementation
Manage processes or projects within a defined budget set by management
Ability to obtain and maintain any additional clearances as required
Ability to lift up to 5 lbs.
Up to 20% travel may be required

Qualifications:
Active DoD clearance with current 5 year update.
Bachelors degree in Operations Management, Logistics, Supply Chain Management, Business or other related field with a minimu of 9 years of prior related experience. Master's Degree in Operations Management, Logisitics, Supply Chain Managment Business or other related field with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13+ years in Subcontracts.
Minimum 10 years experience in procurement / subcontract management.
Minimum 5 years experience in leading a team.
Experience interacting with DCMA, DCAA, and other federal agencies.
Understanding of FARS/DFARS.
Direct experience and compliance with Truth in Negotiation Act (PL-87-653).
Experience using Microsoft Office products.
Security Clearance required upon hire : Secret
Security Clearance required for role : Secret
Preferred Additional Skills:
Masters degree in Operations Management, Logistics, Supply Chain Management, Business or related field and/or equivalent experience desired.
Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
Excellent communication skills (written, verbal, & presentation).
Strong understanding of UCC, Terms & Conditions, financial analysis, and supplier risk mitigation.
Must be independent and able to work with little direction.
Good communication skills (written, verbal, & presentation).
Firm understanding of procurement practices.
Experience negotiating and managing major subcontracts ( $2M) for cost, schedule, and quality.
Understands and clearly communicates design specifications to suppliers, including the ability to read and comprehend complex statement of work and specification documents, and drawings.
Familiarity with quality management systems, such as ISO or AS9100.
Strong analytical background.
Experience working and interfacing with Suppliers, Manufacturing, Inventory Management, Quality and Engineering.
Experience with ERP and MRP systems.
Experience with Earned Value Management methodology and techniques (either managing subcontracts subject to EVM or participating in reporting for prime contracts subject to EVM).
Professional certifications from ISM, APICS, NCMA, or other organization.
