This position is contingent upon your ability to maintain/transfer your Secret clearance.
Serco supports the Unexploded Explosive Ordnance Center of Excellence (UXOCOE) as a prime contractor. Their mission is to improve the effectiveness and economy of UXO clearance research, development, test and evaluation throughout the five DoD mission areas by:
Providing wide access to the best technology investigations and potential solutions to requirements.
Providing an effective, fully coordinated, requirements driven RDTE program.
Identifying potential duplication and overlap of RDTE.
Leveraging technological capabilities of other government, industry, academia, and international communities.
You will lead a team to manage various capabilities and threat identification portfolios and work closely with the Director. You will coordinate with a wide range of military project managers, government agencies, and civilian organizations to support high level decision makers.
In this role, you will:
Serve as the Lead Requirements Portfolio Manager to the Department of Defense (DoD) Unexploded Ordnance Center of Excellence (UXOCOE) in support of DODD5101.13E requirements. Assist the Director of UXOCOE in all mission areas requirement (Countermine, Counter Improvised Explosive Devices, Explosive Ordnance Disposal, Home Made Explosive, Humanitarian Deming, Range Sustainment, Munitions Respond, and DoD area of interests). You will be the on-site senior Project Manager to all UXOCOE contractor SMEs. Your activities and responsibilities include:
Coordinate with Governmental Departments, Services, other DoD Components, Industries, and Academia to gather validated requirements, detection, and neutralization technologies and/or programs for all UXOCOE mission areas plus DoD Area of Interests.
Collect, catalogue, and track all validated Explosive Hazards detection and neutralization requirements (JCIDS, JOUNS, JEONS, and Services/Combatant Commands ONS etc.).
Upload new validated requirements into the UXOCOE Joint Counter Explosive Hazards Data Management System (JCEHDMS) in classified domain.
Lead working groups to crosswalk between validated requirements to Counter Explosive Hazards data from all UXOCOE mission areas, industries, international sources, and academia.
Maintain all enclosures pertaining to the Requirements portfolio and crosswalk functionality within the classified UXOCOE JCEHDMS.
Responsible for managing all aspects of the day-to-day operation within all UXOCOE Portfolios.
Provide quarterly update to the Director on the status of all UXOCOE Portfolios.
Supervise UXOCOE Portfolio Managers to ensure completion of all requirements of the UXOCOE Annual Report to Congress.
Regularly advise the Director on requirements development of counter explosive hazards within the CM/C-IED Portfolio.
Offer UXOCOE subject matter expertise in all mission areas.
Qualifications
To be successful in this role, you will have:
An active Secret clearance.
A Bachelor of Science degree - major in engineering or physical science.
Working knowledge and understanding of the operations of DoD's Explosive Hazards Research and engineering communities.
Working knowledge/understanding of Counter Explosive Hazards (CEH) technologies and/or programs that are being funded and developed both within government and by private entities.
The ability to evaluate the integrity and comparability of government requirements and needs statements data.
The ability to define technology capability gaps in data sources (i.e., projects vs. validated requirements).
The ability to collect, summarize, and or interpret information relevant to high-priority EXPLOSIVE HAZARDS issues.
The ability to develop policy options and write clear, concise, and purposeful policy statements.
The ability to brief internal and external clients regarding inferences made from quantitative/qualitative requirements/needs statements data.
To be able to travel 10%.
Additional desired experience and skills:
Ability to solicit and coordinate input from governmental organizations.
Ability to advocate for EXPLOSIVE HAZARDS programs.
Ability to both lead and participate in groups to address requirements issues.
Understanding of technologies primarily used to detect, clear, characterize, and/or neutralize within the CEH communities.
Understand of the DoD's requirements development and acquisition process.
Ability to select and define technologies/programs relevant to the UXOCOE mission areas.
Communicate effectively: written, oral, and collaborative technology, such as email and virtual meetings.
Kowledge of DoD and Services structure.
OSD, Joint or Service Staff experience working as an Action Officer.
Acquisition Corps or civil service acquisition experience.
Working familiarity with all DoD computer authorized applications.
Working knowledge/understanding of JCIDS process.
Retired or former Combat Engineer or EOD military officer.
Travel within the National Capital Region (NCR) required; long distance travel required at least once a quarter.
