Serco is seeking a Navy Operations & Planning Analyst to help in tracking a wide variety of planning documents necessary to execute complex ship sustainment projects.

The Operations & Planning Analyst will be a part of a small team that works closely with our Customer and other Serco teams to deliver quality systems. Matthew Weber has great insight on Navy sustainment operations; he possesses years of experience supporting ship maintenance and modernization; and is a career Navy veteran and former ship captain. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.

Position Summary :

Thisposition is in direct support of our NAVSEA 21 program. The Operations & Planning Analyst will become familiar with NAVSEA business modeling, briefing materials, and assist in the tracking and reporting requirements for all ship-class sustainment operations using Microsoft Office based products. As a member of Serco and in support of the client team, you will be responsible for evaluating program activities and constructing executive level briefing material to report programmatic statuses to key government and private sector stakeholders. Core duties require updating, continuously improving critical scheduling reports, and disseminating them to a large planning group. As the sole source expert for ship schedules reporting, you will be responsible for cultivating and maintaining a communications network that reaches 1,500+ personnel, reporting ship statuses and key scheduling changes as reported via the Navy staff, Surface Type commander and fleet scheduling offices.

The Operations & Planning Analyst will :

  • Display professional demeaner and demonstrate high level communication (verbal and written), presentation, and interpersonal skills.

  • Show proficiency with customer care, team development, and support.

  • Show strong knowledge of Microsoft Office while tracking multiple communication sources with spreadsheets, oral and written correspondence, and be prepared to consolidate information into presentations to senior leadership.

  • Assist in the development and monitoring of schedules, drafting risk messages, continuous updates and CNO Report messaging distribution, and report applicable priority schedule changes for all ship classes.

  • Ensure a smooth flow of communications, time commitments, and special projects for the modernization program and class ship managers along with fleet stakeholders.

  • Work independently on established priorities and work toward completion timelines for a wide variety of correspondence.

  • Gather, compile, and maintain data from available information systems and, when necessary, establish new data collection procedures for specific programmatic activities or for programmatic evaluation.

  • Schedule appointments, meetings, conferences, and maintain multiple reports, SharePoint sites, and budget charts as necessary.

  • Record, transcribe, and summarize pertinent information from meetings and conference calls, and distribute -meeting minutes- to team members and stakeholders upon request.

  • Create, implement, and maintain tracking report(s) used to evaluate the budget and schedule availability of ship avails.

  • Demonstrate the ability to assume responsibility without direct supervision.

  • Handle confidential information and exercise initiative and judgment in making decisions within the scope of assigned authority.

  • Possess knowledge of analytical, evaluative methods, and techniques for assessing and improving process effectiveness and efficiency.

  • Apply basic data gathering methods to collect various types of information.

  • Define the objectives, priorities, and deadlines for projects or assignments and assists clients with unusual situations, problems, or studies that do not have clear precedents.

  • Evaluate reports and other completed work for technical soundness, appropriateness of conclusions or recommendations, consistency, relevance of support material, and compliance with policies and requirements.

  • Participate in working groups, program development forums, analytical activities, readiness exercises, training, education, and other forums as required to accomplish contract requirements.

  • Perform additional duties and responsibilities as assigned.

Qualifications

The Operations & Planning Analyst Must Have :

  • An Active Secret Clearance is required for employment.

  • Eligibility to obtain a Secret Clearance and Sponsorship May be considered for specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • Clearance must be Active before on-boarding.

  • A Bachelor's degree in S.T.E.M, Business, or a comparable technical discipline and 2 to 4 years of directly relevant work experience preferred.

  • A&P, CAPM / PMP, Six-Sigma, or DAWIA certifications will be considered compensatory educational accomplishments in lieu of college degree, and along with relevant experience, satisfy the qualifications for consideration.

  • In some cases where an applicant does not possess a formal degree, educational requirements may be adjusted or waived for comparable work experience.

  • Advanced Level Proficiency in Microsoft Office applications (specifically Excel, Word, and PowerPoint).

Desired Skills :

  • Junior applicants with prior naval experience and familiarity with various shipboard maintenance or logistics are encouraged to apply for this position.

  • Prior familiarity with NAVSEA 21 organization, naval ship maintenance and modernization programs, logistics, or underway ship experience is desirable.
