Summary You will serve as a POSTAL OPERATIONS SPECIALIST (OFFICIAL MAIL MANAGER) in the postal activity of NAVSUP FLC SD GF. Responsibilities You will administer the Navy official mail cost control program and oversight of the installation?s official mail function. You will ensure that all operations comply with mail (USPS, FEDEX, UPS, DHL and other premium carriers) procedures and inter-office correspondence. You will issue and enforce mail policies to commands; working with the various commands to analyze and determine requirements. You will establish a mail management program and attendant procedures at serviced commands. You will ensure appropriate levels of control and security are maintained; and prepare a variety of reports related to the operations. You will perform variety of postal duties including but not limited to: acceptance, screening, sorting, and distributing incoming mail and messenger mail. You will analyze and track workload (volume/ type of mail), current mail handling procedures, and cost of operations;. You will assesses impact of additional workload on mail center operations (i.e., staffing, procedural changes, operating costs) and determine advantages to potential customer/partner activities. You will provide technical guidance to all serviced activities in matters concerning mail and works with the USPS, FEDEX, UPS, DHL and other premium carriers in developing and implementing plans to further streamline processing of mail Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing Postal Operations work requiring knowledge in the application of United States Postal Service (USPS) laws, regulations, procedures, and processes in order to handle U.S. Mail. Examples of specialized experience must include: 1) Receiving, sorting, collecting, postage metering, delivering and directing the distribution of incoming and outgoing U.S. Mail, Messenger Mail, and premium services (eg. FEDEX, UPS, DHL); 2) Examining mail material for evidence of tampering, damage, and compliance with package and labeling requirements in accordance with USPS regulations, policies, laws, and related guidelines; 3) Certifying and operating a variety of mechanical, manual, and electronic mail handling and processing equipment; 4) Performing analyses of existing mail operations to address: manpower, equipment, work methods, mail transportation , and cost; and 5) Developing recommendations to improve effectiveness and efficiency of operation, and implements proposed.
