Job Description

Summary You will serve as a Postal Operations Specialist (Official Mail Manager-OMM) in the Navy Official Mail Cost Control Program of NAVSUP FLC PUGET SOUND. Responsibilities You will issue and enforce mail policies to commands. You will analyze and track workload (volume/ type of mail), current mail handling procedures, and cost of operations, and assess the impact of additional workload on mail center operations. You will perform cost/benefit analysis and develop plans for installation /implementation of new postal equipment, systems, and procedures. You will monitor customer compliance with applicable mailing requirements and policies, identifies deficiencies, and works with customers to correct problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing technical, analytical and Postal Operations work that demonstrates a knowledge of mail management, postal operations and financial procedures in order to insure efficient operation of the organization. Examples of specialized experience may include: 1) Analyzing mail practices and determining requirements of a mail management program; 2) Training/inspecting other employees on mail center functions.; 3) Analyzing and tracking workload (volume/ type of mail), current mail handling procedures, and cost of operations; 4) Researching and investigating new or improved business and management practices affecting mail distribution/ handling (e.g., street addressing, bar coding, etc.) for local application; 5) Performing a variety of postal duties including accepting, screening, sorting, and distributing incoming mail (USPS, FEDEX, UPS, DHL and other premium carriers); and 6) Train and inspect official and personal mail programs ashore. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
