Job Description
The Operations Research Analyst within the C5ISR team at HII Mission Technologies, supporting missions at Fort Meade, MD, plays a crucial role in supporting HUMINT in the Cyber Compliance Program for the Department of Defense. Through comprehensive research and analysis, this position enhances operational effectiveness of this mission set. Collaborating closely with military and civilian personnel, the analyst provides actionable insights that inform strategic and tactical decisions related to HUMINT in the Cyber domain. The ideal candidate brings a strong analytical background, excellent communication skills, and a deep understanding of defense operations and support functions, particularly in Information Operations, Logistics, and related supporting functions.
The role requires active understanding, skills, training and senior level expertise engaging in HUMINT operations and technical support measures; this position requires past and current active experience as a HUMINT Subject Matter Expert. This also requires a deep understanding of Operations Security (OPSEC) and how it is integral to effective global operations and support. This position requires a track record of increasing experience and complexity applying mathematical and statistical modeling to identify quantitative, as well as qualitative, evaluation of observations and findings of information and data to produce actionable recommendations for the customer.
Essential Job Responsibilities
Conduct in-depth research and analysis on various aspects of military operations, logistics, and support functions.
Develop and maintain detailed reports, presentations, and briefings to communicate findings and recommendations to senior leadership and stakeholders.
Utilize advanced analytical tools and methodologies to interpret complex data and identify trends, patterns, and implications for DoD operations.
Collaborate with cross-functional teams to gather information, validate data, and integrate diverse perspectives into comprehensive analyses.
Support the planning and execution of operational assessments, readiness evaluations, and capability development initiatives.
Monitor and evaluate emerging technologies, tactics, and best practices to inform continuous improvement efforts.
Assist in the development of policy recommendations and strategic plans to enhance operational support and effectiveness.
Provide subject matter expertise on HUMINT operations, technical support measures for HUMINT, and Operations Security (OPSEC) in relation to global HUMINT efforts.
Ensure compliance with all relevant regulations, policies, and procedures in the conduct of research and analysis activities.
Minimum Qualifications
9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
At least 9 years working in virtual counterintelligence (CI) operations and supporting federal defensive cybersecurity operations AND/OR
At least 9 years of familiarity with virtual social media platforms in support of national mission objectives and goals.
Strong understanding of military information operations, logistics, and support functions.
Proficiency in analytical tools and software (e.g., SAS, SPSS, R, Python, Excel).
Excellent written and verbal communication skills, with the ability to present complex information clearly.
Active TS/SCI security clearance required; must be willing to submit to CI Polygraph.

Preferred Requirements
Experience working directly with military information operations personnel and understanding of military culture.
Knowledge of DoD policies, procedures, and organizational structure.
Familiarity with emerging technologies and their potential applications in defense operations.
DoD cybersecurity coursework and certifications demonstrating comfort with databases, technologies, and methods of support to virtual operations.
Career based in HUMINT and Cyber operations
