Position Description

Serco supports theU.S. Navy's Surface Ship Sustainment Office, that leads and manages a comprehensive portfolio of programs that provide surface ships with the highest level of operational readiness and sustain ships at peak capability through their service life.
The Financial Analyst will be part of a team that works closely with the customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts.
In this role, you will:
Prepare and track funding documents and track obligations and expenditures using Navy ERP.
Support management by preparing and providing funding documents, monitoring, and tracking benchmarks, and providing responses to midyear reports as required.
Prepare and submit funding plans and facilitate all funding actions.
Assist with budget preparation.
Respond to financial drills for funded activities.
Communicate timely and accurate program financial status updates.
Track program funding performance against financial database records and ensure all funding actions are accurately reflected.
Develop briefs, monthly financial status reports, and correspondence.
Monitor status of and track discrepancies in funding and budget documentation.
Maintain proficiency in Navy Enterprise Resource Planning Program (ERP), Program/Budget Information System (PBIS), NAVSEA Enterprise Planning System (NEPS), Enterprise Data Warehouse (EDW), ADVANA, and Electronic Data Access (EDA).
Qualifications
To be successful in this role, you will have:
An Active DoD issued Secret Clearance is required at time of application.
Eligibility to obtain a Secret Clearance and Sponsorship May be considered for specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
Clearance must be Active before on-boarding.
A Bachelor's degree in accounting, business, finance, or related field and 5-7 years experiencein engineering/science management, operations research analysis or financial/cost analysis.
Serco will consider a candidate with commensurate experience directly supporting a Navy customer in a business or financial capacity.
Knowledge of the Navy's Planning, Programming, Budgeting, and Execution processes and policies.
Must be familiar with rules governing the different Navy Appropriations and Data Management and Analysis.
Navy Enterprise Resource Planning (ERP) and other DoN financial automated and budgeting systems to perform financial execution functions.
Intermediate MS Microsoft skills are essential, especially EXCEL and PowerPoint.
The ability to work both in a team environment and independently, and often under short, multiple deadlines.
Additional desired experience and skills:
Past experience supporting a DoD customer as a financial analyst is desired.
Experience with Navy ERP is a plus.
Experience working in or with a government budget office.
Work experience in the Navy; specifically within Team SHIPS.
Knowledge of DoD policies, NAVSEASYSCOM/Team SHIPS policies and procedures.
Experience as member of Navy Program contractor team.
