Summary You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Transportation Doctrine & Policy Department, of NAVSUP Weapon Systems Support (WSS). Responsibilities You will develop technical and functional requirements for the GFM - Global Freight Management shipping system You will ensure Navy?s 100+ global transportation offices properly approve Transportation Service Providers (TSPs) invoices within the 03 day requirement timeframe. You will provide direction and guidance to transportation offices on assigned duties and provide on-site as well as online training to transportation approvers and certifiers across DoN, CONUS and OCONUS, on transportation operations and systems. You will develop, integrate, and coordinate transportation plans and programs throughout the Navy in support of the movement of material and equipment. You will serve as SME-Subject Matter Expert for the Transportation Facilities Guide, Transportation Discrepancy Reports, and Transportation Officer reporting metrics. You will provide technical advice to program/project managers in planning transportation aspects of new or revised weapon systems and recently released IT software development, deployment, and site employment. You will work directly with DFAS offices to resolve complex payment discrepancies and ensure the efficient payment of Navy's transportation payables. You will validate hazardous material safety data sheets and associated transportation restrictions by modes of movement, developing criteria/methods for evaluating program trends to make recommendations for changes in program organization/emphasis. You will be responsible for audit preparations, compliance and supporting documentation during NAVSUP transportation audits, ensuring monthly summary invoices for each office are certified timely and in accordance with DTR standards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, supporting, implementing, and improving transportation operations; 2) Providing recommendations for optimal use of Information Technology solutions/uses to improve transportation officer performance in documentation preparation, carrier selection, and movement of cargo for all modes of transportation; 3) Reviewing, interpreting and commenting on policy directives proposed; 4) Performing quarterly program reviews assessing contractor performance and recommending corrective actions; 5) Preparing comprehensive written reports, briefing findings and observations, and providing recommendations for improving transportation operations to upper management.
