Overview

Naval Information Warfare Center, Pacific (NIWC Pacific) is looking for a self-directed and motivated individual to join our team as a scrum master in support of the MQ-25A Stingray DoD program. Primary work location is at Naval Information Warfare Center Pacific in San Diego, CA with additional ability to perform some aspects of the position remotely. This position requires a DoD Secret clearance.

In this role, you will provide software engineering support to Naval Information Warfare Center Pacific (NIWC Pacific) Code 551 to fulfill PMA-268 Unmanned Carrier Aviation (UCA) requirements, focusing on planning and executing the development sprints of the Agile Scrum team that is responsible for developing the Advanced Networking Tactical System (ANTS) Operational Support System (OSS) network management software. As the ANTS OSS Scrum Master, you will work with the OSS Lead/Product Owner to manage the team that builds solutions to perform autonomous troubleshooting for on-aircraft in-flight networking and data transport equipment. This includes management of all aspects of sprint planning, execution, daily scrum, sprint reviews, and sprint retrospectives, as well as conducting code reviews and overseeing software architecture decisions. The aircraft is the Navy's new unmanned drone, the MQ-25A Stingray, with a primary mission of aerial refueling and a secondary capability to provide Intelligence, Surveillance, and Reconnaissance (ISR) all while being launched and recovered from an aircraft carrier.

Responsibilities

Responsiblities:

  • Lead monthly sprint planning and daily scrum

  • Estimate story points for user stories and tasks

  • Assign tasking to engineers

  • Manage Jira Scrum board(s) and dashboards

  • Enforce Definition of Done

  • Resolve roadblocks reported by team

  • Monitor sprint execution and elevate issues to leadership as necessary

  • Conduct code reviews and provide technical guidance to software developers as needed

  • Support monthly backlog refinement meetings with OSS Lead/Product Owner and sponsors

  • Support monthly sprint review with OSS Lead/Product Owner and sponsors

  • Lead monthly sprint retrospective with OSS Lead

  • Work with OSS Lead to craft and refine OSS software architecture and strategy

  • Work with OSS Lead to plan releases, organize, refine and maintain product and sprint backlogs, and allocate user stories and related tasking to sprints based on sponsor priorities

  • Review formal documentation of all software features

  • Support MQ-25A vendor integration of ANTS OSS API with MQ-25A Mission Management System Computer (MMSC) API

  • Encourage team growth and professional development

Education/Qualifications

Required Skills:

+ + Strong development and programming experience in any one of the following languages: C, C++, Java

  • Demonstrated proficiency with at least one scripting language, preferably Python

  • Experience in writing clear, high-quality, maintainable and extendable code with best practices of automated unit tests

  • At least 5 years of continuous programming experience, preferably in embedded systems

  • Experience in Agile Software Engineering Process and Life Cycle, including performing the Scrum Master role in an Agile Scrum team

  • Experience performing software development in a DevOps environment utilizing tools such as Git, Jenkins, Jira, Artifactory, Confluence, and Bitbucket

  • Clear and effective communication and writing skills

  • Ability to work independently as well as in a team setting

    Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Mathematics, Engineering or a related field

  • Experience in DoD engineering support

  • Experience with software development in networking or network management

  • Experience with RHEL/Linux build automation, Jenkins, automated tests, preferably for unattended use cases/environments

  • Experience in Object Oriented software analysis and design, e.g. UML

  • Experience with presenting software analysis recommendations to technical committee and/or configuration control board

  • Networking experience, including router, switch, firewall, or inline encryptor development
