Overview
To direct and lead Human Resource's operational risk management, integrated vendor management approach and business unit financial planning programs. Partner with HR leadership to support the department's strategic roadmap with a focus on the interdependencies between risk, vendor management and financial planning. Provide recommendations to senior departmental leadership to deliver improved business performance for HR.
Responsibilities
Conceptualize and implement tools, methods, and programs to identify and mitigate operational and regulatory risks, and manage risk exposure; liaise with 2nd and 3rd lines of defense teams (e.g., Business Continuity, Third Party Risk Management, Compliance, etc.) to ensure adherence to risk frameworks
Ensure that all relevant risks are identified, assessed, managed and reported in accordance with the risk management framework; ensure that significant risks and issues are escalated in a timely fashion
Oversee functional and operational reviews, root cause analysis, analysis of existing business risk and the design and implementation of internal controls
Oversee the identification and remediation of control deficiencies, quality control reviews, and corrective actions to mitigate operational and regulatory risks; facilitate continued improvement in operational risk management and culture across the department
Develop KRI/KPI identification and reporting, and other reporting needs commensurate with the growth of the HR risk program
Guide strategic resourcing and selection capabilities in partnership with HR Centers of Excellence (COEs) to ensure tactical execution with our vendors is aligned with organizational strategy and objectives
Set direction with key internal stakeholders and vendors to ensure goals and objectives align with corporate and department strategy
Develop partnerships with Procurement & Vendor Management, Enterprise Risk Management and HR COEs to support engagement and sourcing efforts and facilitate regular dialogue on business challenges and needs
Partner across Human Resources and the Finance to develop goals and objectives related to finances and ensure alignment to Navy Federal's strategic plans
Guide the development of HR's Annual Financial Plan (AFP) submission
Partner with departmental leaders to monitor financial trends and impacts and provide recommendations to improve HR's financial performance
Perform other duties as assigned
Qualifications
Bachelor's degree in Business Administration, Finance, Human Resources or related field, or the equivalent combination of education, training and experience
Significant experience in Human Resource functions, including vendor management and operational risk programs, preferably for a large financial services organization
Significant experience managing cross-functional, multi-dimensional teams and projects of the highest complexity which have business risk and impact
Expert knowledge of Human Resources functions and applicable federal and state laws, rules and regulations
Expert knowledge of operational and regulatory risk controls, concepts, practices, and methodologies used to measure operational risk, regulatory risk and risk exposure
Knowledge of financial accounting principles, practices and methodologies
Advanced thought-leadership, initiative-taking, and decision-making skills
Expert analytical, planning, organizational and problem-solving skills with significant experience in problem resolution, including the ability to assimilate and analyze facts and determine root cause, scope, and scale of issues
Expert verbal, written and interpersonal communication skills including skill in directing, persuading, negotiating with contractors/vendors, interpreting complex procedures and regulations, and advising
