Job Description:
The Lead Subcontracts Manager is an essential member of the Military Displays Subcontracts / Supply Chain Management team responsible for managing end-to-end lifecycle of subcontracts including solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. In this role, you are the main point of contact between suppliers and program teams and provides all contractual direction, responsible for maintaining and fostering external supplier relations and building internal partnerships with key internal stakeholders.
Essential Functions:
Lead subcontracted actions in support of assigned pursuits, proposals, and programs (including execution of Non-Disclosure Agreements, Teaming Agreements, Strategic Partnership development and Acquisition Strategy development)
Lead all aspects of the Subcontract proposal process including requirements gathering and SOW generation, generation of Requests for Proposals, proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution and subcontract close-out to ensure sourcing efforts meet business goals and objectives
Prepares bid packages, analyzes and evaluates proposals, negotiates subcontract provisions, execute contracts and documents the contracting file.
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Conducts the contracting process in adherence with Federal Acquisition Regulation, Public Law, Company and Supply Chain Policies and Procedures.
Manages Supplier's technical, delivery and financial performance against Plan.
Serves as single point-of-contact to the subcontractor while fostering collaboration between the subcontractor and the Harris team, including Program Management, Engineering, Project Engineering and Quality.
Oversees and coordinates the cost/schedule/technical aspects of subcontractor contracts/scope of work within the program guidelines set by Supply Chain, Program Management and/or Manufacturing Operations.
Negotiates and coordinates additions, deletions, or modifications to subcontracts.
Reviews status of subcontractor's performance, including delivery and financial performance. Monitors subcontractor's performance against Forecasted Plan.
Assesses risk, develops risk mitigation plans, formulates resolution plans. Develops mechanisms for monitoring the subcontractor's progress and for intervention and problem solving with Supply Chain line managers, program managers, engineering and engineering project managers.
Qualifications:
Bachelor's Degree in Engineering, Supply Chain Management, Operations Management or Business and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
6 years r elevant to include subcontract experience managing suppliers, assessing supplier performance and reviewing material delivery.
Preferred Additional Skills:
Experience in Quality or Manufacturing within defense or technology industries.
Experience understanding and applying quality standards such as defined by ISO9001 or AS9100 or military specifications or equivalent.
Government Procurement Experience in Defense/Aerospace Industry
Experience with MRP Tools.
Experience with Long Term Agreements and/or Blanket Purchase Agreements.
Experience in Negotiations, Terms & Conditions.
Experience managing major subcontracts in support of government program(s)
Ability to work in ambiguous environments
Ability to manage competing priorities
Experience with various program lifecycles (development, production, sustainment)
Experience contracting with various different contract types (FFP, FPIF, T&M, CPFF, CPIF)
