If you love high profile and challenging projects supporting the US Navy- Serco has a great opportunity for you! As a Military Analyst, you will be supporting the Chief of Naval Operations (OPNAV) Air Warfare Division (N98) through all phases of Naval Aviation Aircraft Carrier resource management.
Serco supports the US Navy as a prime contractor for their OPNAV N98 Maritime and Carriers Support contract. Our team directly supports the OPNAV N98 staff with administrative and Maritime/Carriers analytical subject matter experts. You will be part of a 3-member team that works closely with the customer, onsite at the Pentagon to deliver quality resourcing analysis. The team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.
This position is contingent upon residence in the National Capitol Region (NCR) and ability to work onsite at the Pentagon. This position is also contingent upon your ability to maintain and transfer your Secret Level Clearance post-employment.
In this role you will:
Support the Aircraft Carrier Branch Requirements Officers in analyzing current and future Aircraft Carrierrequirements related to Warfare Systems (combat, weapons, navigation, and C5I systems).
Provide analytical support for policies that align Aircraft Carrier requirements, programs and resources, especially Warfare Systems funded by another resource sponsor.
Assist requirements officers in developing briefings, presentations, point papers and correspondence related to aircraft carrier warfare system requirements or the systems that are installed or embarked in aircraft carriers.
Assist the staff with Joint Capabilities Integrated Development System (JCIDS) and Navy Gate Review processes:
Assists requirements officers with documentation, preparation and coordination for JCIDS and program Gate Review activities.
Edit or write shell documents for Government review and approval including: concepts of operations; Capabilities Based Assessments; Analyses of Alternatives; Initial Capabilities Documents; Capabilities Development Documents; Capabilities Production Documents; and Requirements Memoranda.
Support the requirements officers in the analysis of aircraft carrier life-cycle maintenance including:
Analysis of aircraft carrier warfare system life-cycle maintenance.
Review and analyze Ship Change Documents (SCDs) that request N98 approval for execution of aircraft carrier ship modification to support warfare systems.
Review and analyze recommendations regarding the impact to Navy budget, aircraft carrier availability and availability of critical systems.

Communications and coordination:
Programs and policies related to aircraft carriers to ensure decisions are appropriately coordinated across Echelon 1 and 2 organizations (Navy, and Marine Corps, when required).
Qualifications
To be successful in this role you will need:
An active DoD Secret Clearance.
A Bachelor's degree.
5+ years' experience in both aircraft carrier and carrier air wing operations, as well as resource/requirements experience on the OPNAV staff.
Knowledge of DoN Naval Aviation programs, missions, and challenges related to aircraft carrier aviation.
Knowledge and understanding of the PPBE process, including working experience with Planning and Budgeting Information System (PBIS).
Proficient in the use of MS Outlook, Word, PowerPoint, Excel; being able to produce complex and embedded graphs using MS PowerPoint and Excel to draft and finalize executive-level briefing materials, presentations and point papers for government review and approval.
10% travel required.
