This position supports the U.S. Navy and Marine Corps team as a prime contractor providing professional support services and engineering expertise to various systems commands, R&D, and waterfront activities. You will support a business unit providing critical functional-area expertise for program executives and program offices to manage ACAT I and II programs, to include surface combatants, submarines, aircraft carriers, and associated weapons systems.
You will be part of a team of contract administrators collaborating with Serco line management andcorporate back-office functions, such as Accounting, Finance, Legal, Data Protection, Security, and Taxto ensure successful contract performance. You will develop effective, positive working relationships with both internal business partners and external clients.The workload is challenging and fast-paced, but substantive training and mentoring opportunities are available.
In this role you will:
Support RFP analysis and evaluation processes, and participate in proposal development, review and submission, ensuring consistency with corporate policy, relevant regulations, and client requirements.
Review, negotiate, perform risk analysis, and provide advice on a wide range of pre- and post-award documents including non-disclosure agreements, teaming agreements, solicitations, bid and proposal documents, proposals, awards, correspondence, and change orders.
Identify and mitigate items of risk based on company and industry standards.
Learn to price proposals and write cost volumes.
Assemble the documents for the proposal volumes and write explanations regarding terms and conditions.
Notify management of potential non-compliance and other problems that could have an adverse impact on contract performance.
Manage multiple priority tasks in a fast-paced team environment.
After award, perform contract set-up functions, including establishing the contract in the Serco information systems.
Ensure maintenance of contracts documentation in data repositories and systems consistent with established practices.
Advise on contract revisions to better meet the needs of Serco and the client.
Perform contract administration support as needed for contract award setups, data calls, group projects, and other purposes.
Learn to administer both firm-fixed-price and cost-plus contracts.
Prepare special reports and analyses as required.
Qualifications
To be successful in this role, you must have:
A Bachelor's degree
United States Citizenship is required
Minimum 2 years of relevant experience in DoD contracting
Familiar with MS Office (Word, Excel, PowerPoint, Outlook) and SharePoint
Knowledge of Non-Disclosure Agreements and standard Teaming Agreements
Basic Knowledge of Contracting fundamentals and possess general understanding of federal, state, and industry regulations
Excellent written, verbal, and communication skills for effective interface with all internal and external contacts
Strong analytical, organizational, problem solving, communication skills (both oral and written), and good follow through abilities
Ability to research, analyze, and understand new issues
Possess analytical and technical skills required to understand business practices and recommend proper automation opportunities
Works well independently and as a part of a team
Additional desired experience and skills:
In compliance with state and local laws regarding pay transparency, the salary range for this role is $62,704.34 to $101,895.84; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
