Summary You will serve as a Supervisory Traffic Management Specialist in the Navy Household Goods Personal Property Shipping Office (PPSO) of NAVSUP FLC PUGET SOUND. Responsibilities You will serve as the supervisor over the PPSO team to develop procedures and implement policies and guidelines for counseling, shipment management and vendor management operations to maximize operational efficiency and customer satisfaction. You will participate in high-level personal property teams and committees. You will serve as Alternate Contracting Officer's Representative (ACOR) for Direct Procurement Method (DPM) contracts. You will attend Command meetings and related conferences, or coordinate responses for various information requests from commercial vendors, customers, and service headquarters. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a thorough knowledge of traffic management and transportation policies, principles, and methodologies leading or supervising others in all areas of personal property shipment management (household goods entitlements, personal property counseling, inbound and outbound shipment management, non-temporary and temporary storage). Specialized experience must reflect experience with storage entitlements, quality assurance, warehousing practices, movers' liabilities and procedures for processing loss and damage claims. Examples of specialized experience may include the following: 1) Assist with the development of procedures and policies for counseling, shipment management and vendor management operations; 2) Identify, analyze, and resolve complex issues/problems with traffic management; 3) Lead or supervise a traffic management or transportation team; 4) Communicating clearly both orally and in writing to provide transportation counseling and advice to a varied group of military and civilian personnel. I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
