Overview

To serve as liaison between Compliance & Public Policy and regulatory agencies in partnership with the Regulatory Liaison Office (RLO). Provide subject matter expertise and guidance to Compliance & Public Policy and business units regarding regulatory exams and compliance with regulatory agencies expectations. Oversee the full lifecycle of regulatory issues from identification to closure. Assess NFCU's policies, procedures, practices, and governance routines, as they relate to the assigned Business Unit.

Responsibilities

- Interface directly with regulatory agency representatives and lead Compliance & Public Policy's preparedness and response efforts for regulatory exams, in partnership with the Regulatory Liaison Office.

- Manage, review, and coordinate responses, examination briefings, and ad hoc requests to/from regulatory agencies.

- Manage and coordinate Compliance & Public Policy examination readiness reviews to effectively prepare for impending and potential examinations.

- Advise, facilitate, and collaborate on program/service changes that improve regulatory readiness, anticipate regulatory trends or actions, or enhance regulatory responsiveness

- Work on projects, process improvement efforts, and business unit training initiatives that comply with, mitigate or potentially mitigate, current or future regulatory expectations and/or impacts.

- Identify issues, develop and implement remediation plans and process improvement opportunities, coordinating with Compliance & Public Policy and business unit leadership to comply with regulatory requirements and expectations.

- Provide oversight to Compliance & Public Policy findings, remediation activities, and ensure findings are appropriately addressed and resolved within the timeframes requested.

- Develop and maintain an understanding of relevant industry standards, best practices, business processes, and technologies, as applicable and necessary to Compliance & Public Policy.

- Collaborate with business unit leadership and senior leadership to provide regulatory and compliance guidance, including compliance policy, vendor contractual requirements, and regulatory and compliance requirements pertaining to procedures, processes and standards.

- Provide guidance to Compliance & Public Policy operational and strategic objectives, as related to regulatory impacts.

- Obtain and develop post-exam feedback from regulatory agencies, senior management and participating staff, and the Regulatory Liaison Office; coordinate with Compliance & Public Policy and business units to incorporate lessons learned into operational processes and strategic initiatives.

- Interpret and discuss regulatory findings and related recommendations with the Regulatory Liaison Office, Office of General Counsel, and senior leadership; identify control deficiencies, evaluate their risks implications, and draw the appropriate conclusions to best communicate.

- In coordination with Compliance & Public Policy leadership and business units, oversee regulatory practice, rule, and expectation changes; provide analysis and recommendations to senior management and staff.

- Establish and monitor key performance indicators, determine gaps in performance metrics, and recommend/execute change management techniques for efficiency/quality improvements.

- Report to Compliance & Public Policy Management Council member or designee, keeping all senior leaders informed of key regulatory activities and initiatives and the impact of such activities on Compliance & Public Policy's policies, processes, and technology.

- Perform other related duties as assigned.

Qualifications

- Experience in researching and analyzing complex laws and regulations, staff commentaries, legal opinions, court decisions and other documentation and the analysis of operations to determine and ensure compliance.

- Thorough knowledge of compliance issues, laws and regulations relating to the Business Unit, including NCUA, CFPB regulations.

- Advanced experience in Internal Controls concepts and practices.

- Experience in leading, directing and controlling a multi-function corporate/institutional operation and demonstrated skill in leading others to achieve goals.

- Experience in thought-leadership, initiative taking, decision-making and creative problem-solving.

- Experience in implementing strategic initiatives to support organizational objectives.

- Significant experience working with all levels of staff, management, stakeholders, vendors.

- Experience managing and developing employees.

- Advanced knowledge of project/program management processes and methodologies.

- Expert experience managing multiple priorities independently and/or in a team environment.

- Expert experience working with cross-functional teams.

- Expert skill leading with diplomacy and tact while maintaining appropriate assertiveness and persistence.

- Advanced skill to influence, negotiate and & persuade to reach agreeable exchange & positive outcomes.

- Advanced relationship building, negotiation and facilitation skills.

- Advanced analytical/quantitative, reconciliation and deductive reasoning skills.

- Expert skill presenting findings, conclusions, alternatives, and information clearly and concisely.

- Expert verbal and written communication skills.

- Advanced word processing and spreadsheet software skills.

- Advanced database and presentation software skills

- Bachelor's Degree in a related field, or the equivalent combination of training, education and experience.

Desired Qualifications

- Master's Degree in in a related field, or the equivalent combination of training, education and experience.

- Experience with credit union financials and/or regulations.

- Direct experience as a regulator or regulatory liaison.

- Working Knowledge of NFCU products, services, programs, policies, and procedures.

- Expert analytical/quantitative, reconciliation and deductive reasoning skills.

Hours: Monday - Friday, 8:00AM - 4:30PM
