The Project Compliance Engineer will work on a medium to Mega scale Design-Build project that encompass roadways, bridges, transit and heavy civil infrastructure. Serving as a member of a team of Owner representatives, this position is responsible for the administrative oversight and implementation of the Owner's obligations. Primarily focus on creating, implementing, and maintaining a continuous review of the Owner Team's established processes, tools, and systems throughout the various phases of a Design-Build project. The multifaceted position provides opportunity to developing a solid technical, administrative, and managerial foundation which aid in establishing multiple career paths within HNTB.
The Project Compliance Engineer is responsible for overseeing the team of Owner representatives' application and oversight of strategies, tactics, resources, and tools to verify adherence to key project factors such as scope, quality, and risk.
What You'll Do:
Responsible for the planning and distribution of discipline-specific work, and adherence the to the schedule and budget on projects.
Assists in marketing responsibilities, including proposal generation.
Assists with the development of scope of work and level of effort for projects and/or assignments within discipline.
Oversees completeness and accuracy of project team's work within the technical discipline. Guides and mentors team to overall project objectives.
Coordinates technical aspects of project with client counterpart and teaming partners at staff level for work within the discipline.
Works closely with other disciplines on multi-discipline projects.
Performs other duties as assigned.
What You'll Need:
Bachelor's degree in Engineering and 6 years of relevant experience, or
Master's degree in Engineering and 5 years of relevant experience, or
PhD in Engineering and 4 years of relevant experience
What You'll Bring:
This position will report to the Deputy Project Manager at the project site.
Contribute to the development of Owner team project scopes of work and levels of effort within the discipline.
Provides training, guidance, and day-to-day oversight of a team (minimum of 4) of Owner representatives, responsible for performing quality assurance over the post-award administration oversight duties, including contractual compliance, document processing, submittal review, environmental compliance, and construction oversight.
Monitors the development, adherence, maintenance, and performance of all Project -process- and their respective effectiveness in obtaining the specified Project quality.
Oversees the Design-Builder's implementation of a noncompliance reporting system and associated reporting issuance, tracking, final disposition, and close-out.
Develops and coordinates monthly / quarterly Owner's team audit content, summary of findings, and captures Owner's Team corrective action plans and actions.
Develops, maintains, and tracks suggested, recommended, and necessary updates to the Owner's Project Management Plan or project internal procedures as the Project progresses.
Oversee the completeness and accuracy of Owner team's work within the various technical disciplines.
Provide training, guidance, and mentorship to the entire team of Owner representatives, ensuring alignment with overall project objectives, procedures, and contract obligations.
Support the compilation, documentation, and incorporation of Project -Lessons Learned-, topics cover contractual and standard operating procedures.
Oversee the Owner team's development, documenting or revising of internal operating procedures.
Support the Owner representatives' efforts in auditing the Design-Builder's efforts or tracking the Design-Builder's own self-auditing efforts.
Proficient in reviewing technical designs, construction specifications, and other relevant documents.
Perform other duties as assigned.
What We Prefer:
Bachelor's degree (BS) in Engineering or Construction Management (CM) or Civil Engineering Technology - Master's degree in Engineering
Minimum of 5 years of relevant experience as an Owner's Representative in a post-award administrative environment of large, moderately complex contracts.
Organized documenting and record-keeping skills.
Strong organizational and communication (oral and written) skills, professional and proactive approach to mitigation of contract administration challenges and inherent business risks.
Demonstrate ability to review and comprehend complex contract documents related to construction and project management.
Previous experience on integrated project(s) with a client.
State Professional Engineering (PE) License or ability to maintain within 6 months
Certified Construction Manager (CCM) or equivalent
