Serco supports federal and state contracts across the US and Canada, in the areas of Defense, Civilian, and State/Provincial agencies. Serco-NA has an opening for a program manager with submarine EDO or AP expertise to support an active contract with the U.S. Navy in the Washington, DC area. The individual should have a Navy nuclear propulsion background.
Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
The Team Submarine's Program Office is responsible for the strategic planning and supporting of acquisition of New Construction Submarines, and is of high visibility, therefore will require development of strategic communications of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
In this role, you will:
Contribute to a program with international implications and which is of high Congressional interest.
The Program Manager will be a customer contact for activities, regularly meeting with and updating the customer on project status.
Establish and maintain effective relationships with Program Office leadership.
Lead strategic assessments and develop strategic plans for execution.
Provide acquisition management planning and execution support
Be the single point of contact on all contract management support related issues, including required reports and presentations to the program manager and deputy program manager, responsible for quality control and timeliness.
Provide financial and management support to TI Manager to assist in budget development for the contract.
Additional responsibilities for the Program Manager include but are not limited to:
Delivering the technical performance within cost and schedule parameter through completion of the contract.
Managing the technical and administrative staff and providing ongoing direction in the performance of the assigned program.
Developing and monitoring program plan including time and cost estimates, ensuring delivery of project outputs on schedule and within funding.
Lead technical discussions for project reviews, including preparing and delivering formal briefings.
Perform additional duties and responsibilities as assigned.
Qualifications
To be successful in this role, you will:
Have outstanding oral and written communications skills.
Be a customer-oriented team leader.
Have a current or active DoD Secret clearance.
Have a Bachelor's degree in a technical discipline.
Have up to seven years professional experience in program/project management
Have experience as a Nuclear-trained Submarine Officer, Engineering Duty Officer, or Acquisition Professional.
Have active-duty experience supporting submarine acquisition.
Preferably have knowledge of Program Management, including the acquisition process, the budgeting process and financial tracking, Earned Value Management (EVM) and other metrics, funding execution, and the contracting process.
