Job Description:
L3Harris Dagger Works (East), of the Special Mission Group, in ISR Sector is looking for an ACPSO. Additional duties include on-site roles of Access/Visitor Control, Assistant Site Manager, Key Control, and AFSO. This position will provide on-site assistance with the Program ICD-705 Security Compliance Inspections, Defense Counterintelligence and Security Agency (DCSA) Security Reviews, Corporate Security Inspections, and site compliance with both corporate policies and 32 CFR Part 117 (NISPOM RULE).
Develops and administers security programs and procedures for classified, sensitive, or proprietary materials, documents, and equipment. Researches and implements federal security regulations, maintaining knowledge and awareness of interdisciplinary compliance requirements (i.e., security, travel, trade compliance, etc.). Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, retaining records, and access by personnel or visitors to restricted records and materials. Conducts security education training and security audits. Investigates security violations and prepares reports specifying preventive action to be taken. Collects, assimilates, and interprets security and policy information to disseminate to the appropriate stakeholder(s) or investigating authority(s).
Works autonomously (and as a Team Member) on complex assignments requiring development of concepts and techniques. Provides timely and professional communications with contacts (typically within and outside the department) on matters that involve explaining and interpreting complex assignments, solving problems and initiating process improvements (i.e., Program Security Officer, customers, vendors, property management, facilities, sub-tenants, etc.). Acts independently to determine methods and procedures on new assignments and makes recommendations for process enhancements and improvements.
Essential Functions:
Experienced professional will work on-site under general supervision, responsible to manage and enhance projects, processes, and security programs.
Will professionally communicate and liaise with L3H employees inside/outside own department/site/function and with contacts external to the company to assist the Site Manager/FSO/CPSO in: maintaining DoD program ICD-705 space certification; submitting certification 2nd DoD program ICD-705 space; maintaining DCSA FCL certification (e.g., Entity Eligibility); maintaining the BLDG Readiness via direct liaison w/ Property Manager, Facilities and Vendors; Scheduling/Hosting/Deconflicting enterprise-wide use of L3H's premier Customer Engagement Site for MTGs (Classified and Unclassified); expanding BLDG outreach with Local/Federal Law Enforcement; escorting of Contractors; expanding site capabilities of classified spaces to match DD-254s issued to site, Tracking/Maintaining/Stocking site logistics; and maintaining databases/programs (CCure, Avigilion, DISS, NCAISS, NISS, SIMS, JADE, ADCS, SIC, FFC and TEMPEST Checklists).
Specifics include:
Will comply with 1hr -On-Call- recall as lead investigator to any ICD-705 space alarm requiring a documented response (24/7), when assigned that role.

Will need to show initiative and work autonomously on complex assignments requiring development of concepts and techniques.
Will provide timely and professional communications with internal/external contacts on matters that involve explaining complex assignments, solving problems and initiating process improvements for both within and outside security discipline. Able to ensure dissemination to the appropriate stakeholder(s) or investigating authority.

The person fulfilling this position will be the first person our customers meet upon arriving at our facility, therefore must have excellent customer service skills. Trusted as the face of L3H/facility and answers doors, answers phones, and process/log/file requests for physical access, as necessary. Issues visitor badges, verifies citizenship of visitors, and escorts vendors. Processes security information and data for employment records, security clearances, and property control. Maintains lock and key records. Processes visit authorizations for employees and sponsored customers/guests to gain access to restricted areas. The ability to pay close attention to detail is required. Good phone and computer skills with knowledge of Microsoft Office (i.e., Outlook, Word, PowerPoint, SharePoint, Excel, etc.) required.
Qualifications:
Active DoD Top Secret (TS) clearance and be able to obtain/maintain a DoD TS/SCI while enrolled in Continuous Evaluation
Requires knowledge of job area. May have practical knowledge of project management. Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience
Ability to comply with physical response requirements - 5 min during working hours and 1hr -On-Call- recall as lead investigator to any ICD-705 alarm requiring a documented response (24/7)
Experience in implementation of ICD-705 and Service Policies
Experience in maintaining Security Compliance Self-Inspection Checklists (SIC), Fixed Facility Checklists (FFC), & TEMPEST Checklists
Experience in JADE & ADCS administration
Preferred Additional Skills:
Knowledge and Implementation of 32 CFR Part117 (NISPOM Rule)
6+ months experience in Microsoft Word, Excel, PPT, SharePoint and Outlook
Knowledge of Defense Information System for Security (DISS)
Knowledge of Security Information Management System (SIMS)
Knowledge of CCure 9000 Access Control Software
Knowledge of Avigilon Video Surveillance Software
Must be able to communicate effectively and in a professional manner
Must be able to interact with persons of varying importance, multi-cultural customers and personnel
