Serco-NA has an exciting opportunity for a C5ISR Director Business Development. You will be leading key corporate pursuits at Serco, Headquarters, Herndon, VA or a remote location.
Serco's Systems Integration and Installation (SI2) Business Unit supports the DoD and Federal customers in C5ISR end-to-end engineering, integration, and life-cycle support from multiple CONUS and OCONUS locations. Capabilities also include prototyping development, low rate and full rate production, training, field support, and contractor logistics support services.
A Director, Business Development should have growth strategy creation and execution skills that result in identifying, qualifying, pursuing, and winning of large, complex opportunities within the defense sectors of the Federal Government. You should also possess the management and organizational skill to lead up to a 5-10 person team that works across Serco-NA to capture key pursuits and deliver outstanding solutions and services to DoD and Federal customers.
You will be responsible for developing and maintaining key business relationships with government decision makers and high-level defense agency contacts in domestic and/or international government markets. You must have the ability to leverage these contacts and relationships for business expansion and into other qualified opportunities
You will direct Business Development (BD) and as required, support Capture, and Proposal Support teams across Serco.
In the Director Business Development role, you will:
Maintain strategic market alignment by ensuring that potential new opportunities are consistent with the overall Serco Growth Strategy.
Identify opportunities to address customer needs that aligns with Serco's Growth Strategy.
Develop effective win strategies which include identifying and qualifying new opportunities up to the $1B range
Maintain a pipeline of qualified opportunities sufficient to meet Group, Division, and BU financial objectives
Develop teaming relationships
Conduct competitive analysis
Work with capture and proposal teams to develop winning proposals
Work closely with the leadership and staff of the SI2 BU to meet their new business and re-compete needs
Develop opportunities for business expansion
Develop marketing strategies and proposes long-range business plans
Act as liaison with DoD and Federal agencies and offices
Support development of RFI responses, whitepapers, and briefings in support of capture efforts
Support customer meetings during BD and capture shaping activities
Assist in customer contracts as requested by the Program Manager
Support development of C5ISR bid and proposal activities (cost, schedule, technical requirements and solutions, assumptions, risks, opportunities, contract transition...) IAW defined scope and objectives, using historical data whenever possible
Qualifications
To be successful in this role, you will have:
An active DOD Secret Clearance
A bachelor's degree in Engineering related discipline or equivalent experience
15+ years total related experience
10+ years' experience in DoD and Federal end-to-end C5ISR business development and proposal development, resulting in new work wins on opportunities greater than $20M dollars
Full life cycle experience: Front end BD and sales pipeline through development, integration, and sustainment activities
Experience with program reporting to upper management
Experience building effective relationships with customers and suppliers
Program Management experience managing multi-discipline teams including engineering, integration, production, supply chain, quality, and logistics
Self-starter, with a sense of urgency
Experience with program Risks and Opportunities
Excellent knowledge of:
DOD and Federal procurement practices
Federal C5ISR market history and current trends
Program management methods and Earned Value Management
Contracts: fixed price, cost plus, and time and materials
Excellent skill in time management, meeting facilitation, and problem-solving
Excellent skill in the use of MS Office, Visio, Outlook, and Project applications
Excellent ability to clearly communicate ideas verbally and in writing
Excellent ability to create and give opportunity review presentations
Excellent ability to negotiate and apply tact and diplomacy with internal/external customers and foreign personnel
Excellent ability to work independently in building and then leading an Integrated Product Team (IPT)
Demonstrated ability to complete proposals successfully; on time, within budget and delivering a quality product for government evaluators
Ability to interface with and effectively represent technical solutions to executive-level Serco stakeholders and customers
Self-motivated, detail oriented responsible team player able to work independently with minimal daily direction; effective/efficient written/verbal communication skills
