Description

This position is responsible for managing existing external relationships with government funding organizations in the US primarily and assisting in rest-of-world areas. Focus areas include growing government funding for research in advanced engine technologies including hydrogen, methanol and other alternative fuels, and advanced power sources such as fuel cells and battery technologies. The role will also support expanding government funding programs for longer term research and development in emerging technology areas in the machine space such as autonomy, automation, and electrification.

This position will collaborate closely with the relevant internal Caterpillar Business Units to understand their long-term product and technology needs in these areas and propose programs to accelerate development of these technologies using various types of federal and state government funding including US DOE, US DOD, US DOT, EPA, CARB, etc. The individual will be responsible for fostering and maintaining relationships with senior strategy and funding leaders in the above-referenced government organizations through regular interfacing, visits for in person meetings as well as attending workshops to provide company perspectives and directions on future funding areas of interest. Coordination with the Caterpillar Government Affairs team will also be a key part of the role.

The position will work closely with the ICS Government Contracts Administration (GCA) team to discuss identify, review and appropriately disseminate new Funding Opportunity Announcements, coordinate internal bid proposal submissions, inform them GCA when new proposals are forthcoming, provide required supporting information and documentation for submissions and ensure those within Caterpillar who apply for government funding are following the documented process steps.

Some of the key challenges facing this position are leveraging knowledge to others; balancing short-term thinking against long-term strategy; developing strategic partners; delivering state-of-the-art design, development, and research projects; as well as consistently acting in a proactive manner to advance their technology. Technical leadership skills and ability to concept and sell ideas is paramount at this level. This position must not only keep up to date on technology but be able to apply that technology as well. The incumbent will need to closely monitor new funding opportunity announcements and disseminate information internally to gain consensus on whether to pursue or not.

Job Duties

Some specific tasks include:

  • Understanding future product and technology requirements across a broad range of Caterpillar Business Units

  • Working with High Efficiency Engine Systems and Electrification and Machine STLF Portfolio Managers to develop technology proposals to leverage government funding to accelerate technology development

  • Continuing to raise Caterpillar's profile externally in the advanced technology space (making external presentations, attending conferences, participating on conference organizing committees, peer reviewing)

  • Leveraging existing relationships with external funding bodies to improve Caterpillar's access to external R&D funding

  • Influencing future funding calls by participating in workshops to provide industry perspectives

  • Build and maintain relationships with key senior leaders in government funding bodies such as DOE/DOD/DOT.

  • Coordinate internal proposal bid writing and ensure alignment with internal processes in the ICS Government Contracts team

  • Writing successful proposals where appropriate

  • Dissemination of status of government funding to key internal stakeholders

  • Reviewing literature, keeping abreast of current technology, and regularly disseminating this information internally

  • Leverage and continue to expand on existing relationships with external research bodies as potential partners in future government funded programs including universities and national labs

  • Harness relationships with key personnel at the major machine and engine system suppliers to identify future collaborative activities to accelerate technology readiness and transfers

  • Perform the Principal Investigator role on power systems technology development government-funded projects, when aligned to core technical expertise

  • Lead forum with other government project PI's to drive project delivery excellence, consistency in messaging to the US government, and to support key US government compliance requirements.

Basic Qualifications

  • M.S. degree in Engineering with at least 15 years of industrial experience.

  • Experience leading and progressing engine research and development projects including all aspects of simulation, analysis, and test.

  • Deep understanding of diesel and dual-fuel combustion and liquid fuel sprays - to support future LCI fuels R&D

  • Experience with hybrid system development and demonstration (incl. familiarity with electrical subsystems)

  • Demonstrated ability to lead multi-year, multi-generational research, and pre-NTI engine technology programs, with concrete track record of completed TRL's reviews and transfers

  • Experience with powertrain system integration and controls - to support future LCI hybrid system R&D

  • Experience with leading research activities at Universities and US National Laboratories

  • Track record of US government project proposal, project leadership and project delivery

  • Must have excellent communication skills and be able to deal with sensitive issues, mentor and coach and/or persuade engineers and managers on new technologies, new applications, or potential solutions.

  • Demonstrated external recognition of technical leadership

  • Demonstrated track record of innovation
