Summary You will serve as a Human Resources Specialist (Labor and Employee Relations) in the Human Resources Office of CNSSC FLD DET MECH PA. Responsibilities You will provide guidance and advice on disciplinary and adverse action, grievances, appeals, leave administration, unemployment compensation processes, as well as employee-management communications. You will research and analyze administrative law cases. You will recommend an appropriate range of penalties, consistent with progressive discipline throughout the organization, and progressive discipline throughout the organization. You will conduct an impartial administrative investigation, as requested, and prepare a report of findings and recommend appropriate action. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing Human Resources work that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution, and work that involves establishing and maintaining effective relationships with labor organizations that represent Federal employees, and providing guidance and consultation to management on a variety of labor relations matters. Specialized experience must demonstrate performing the following duties: 1) Applying Human resources (HR) principles, concept and practices to provide advice and guidance to management on employee and labor relations issues; 2) Providing guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures, consultations and negotiations; 3) Using statutes, rules, regulations and case law to devise case strategy in precedential situations; 4) Analyzing employee relations problems/situations and recommending courses of action that meet organizational needs and are in compliance with controlling status, regulations, policies and labor relation contract requirements.
