Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will perform routine chemical and physical testing of petroleum products to support operations. You will determine whether products meet prescribed specifications or environmental regulations for safe use. You will inspect and sample different environments for the safe storage or transporting of petroleum products (e.g., tanks, tank trucks, single product tankers, pipelines, barges, or other similar means). You will interpret test results to recognize probable errors, respond to abnormal or incomplete data, or determine if data falls within expected results. You will evaluate petroleum storage or transporting equipment by monitoring physical test findings or results. You will adapt innovative methods while conducting tests that must be closely monitored during each stage to identify potential problems. You will follow instructions in operating tools, equipment, or instrumentation to complete work assignments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a practical knowledge of conventional methods of chemical analysis, and skills to test, analyze and evaluate facts and trends in product test results. Qualifying specialized experience may include work in fields such as astronomy, physics, geophysics, chemistry, hydrology, health physics, engineering, electronics, geology, oceanography, and metallurgy. Experience as a laboratory mechanic or in a trade or craft may be credited as general or specialized experience when the work was performed in close association with physical scientists or other technical personnel and provided intensive knowledge of appropriate scientific principles, methods, techniques, and precedents. This work must have included utilizing criteria such as; measurements, observation, specification, standard analytical procedures and reference material to perform a variety of chemical and physical Quality Assurance tests on the quality of petroleum products in order to analyze, consolidate and report findings. Examples of specialized experience include: 1) Inspects samples from a variety of petroleum products when received for correctness and completion; 2) Determine whether products meet prescribed military specifications or environmental regulations; 3) Ensure that fuel impurity levels are within safety limitations; 4) Transcribes the sample information from the sample tag or sheet into an automated system log. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education One full year of graduate level education directly related to the position may be used in substitution for experience. This position is covered by the Department of Defense Priority Placement Program. This position is eligible for part time, full time or ad-hoc telework at the discretion of management. A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary. COLA is subject to change at any time. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
