Job Description:
Program Pricing Specialists are responsible for labor cost analyses and estimations for proposal efforts. These positions develop and maintain pricing systems and procedures; interact with personnel to collect data for proposals; collect, analyze and store data for estimating and analysis; ensure disclosure of cost and pricing data and compliance with Truth in Negotiations Act (TINA); maintain auditable files for proposals and coordinate government audit activities; document ground rules and assumptions used in proposals; keep current of Federal Acquisition Regulations and customer requirements; provide fact-finding and negotiation support; develop and produce compliant and auditable cost volumes; serve as a primary interface for all government pre-award audits for cost and pricing data; maintain current historical pricing system with current forward pricing rates; and develop, maintain, and monitor estimating and pricing standards, procedures, and systems.
Essential Functions:
Focal for all estimates, proposal substantiation and audit files. Collects, analyzes and stores data for estimating and analysis. Reads and understands RFP requirements and documents and communicates ground rules/assumptions used in proposals.
Responsible to ensure compliance with FAR/TINA requirements on proposal substantiation, basis of estimates, fact-finding, and negotiations. Keeps current with federal acquisition regulations and customer requirements. May support systems and procedures audits.
Develops, maintains and monitors estimating and pricing standards, procedures and processes. Maintains current and historical pricing systems with current forward pricing rates. Develops and maintains pricing systems and procedures.
Must conceive, plan, and lead process improvement projects involving the development of new approaches and methods to attain objectives.
Will provide input to department objectives and long-range goals.
Qualifications:
Bachelor's Degree and minimum 6 years of prior program finance experience. Graduate Degree and a minimum of 4 years of prior program finance experience. In lieu of a degree, minimum of 10 years of prior program finance experience.
Preferred Additional Skills:
Broad knowledge of project management is preferred.
Extensive knowledge of applicable Federal Acquisition Regulations plus an extensive knowledge of current defective pricing/cost-pricing data disclosure requirements.
Detailed knowledge of subcontracting components and manufacturing process estimating.
Thorough knowledge of Federal Acquisition Regulations (FAR) and government contracting requirements.
Experience in ProPricer or similar pricing software is preferred.
