Position Description
Serco is looking for an experienced Buyer to support several customers within the Federal space. This Buyer position is a challenging, exciting position working as part of a dynamic Serco team developing RFQs for products and services of a higher complexity and single/ sole source requirements, evaluating source justifications, evaluating bids and documents awards, negotiating Purchase order terms, engage suppliers in best value negotiations, award Purchase Orders and monitor supplier compliance with purchase order terms, resolve performance issues, and routinely provide ad hoc guidance to more junior staff including providing formal training.
The Buyer will work on a team of 8 buyers that work at other locations across the United States. This position will work in the office in Chesapeake, VA with flexibility to work remotely 3 days a week.
In this role, you will:
Purchases parts, equipment, and materials by preparing request for quotations. Issues purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers with limited supervision. Ensures timely acquisitions of products or services from known sources of supply. Negotiate and source procurements of moderate risk and complexity. In this role you will have the opportunity to negotiate and source procurements of moderate value, risk and complexity. Perform negotiations with key suppliers regarding costs, terms, and delivery schedule.
Providing inputs into procurement decisions including award evaluation criteria, subcontract type, supplier selection, procurement process lead times, and procurement planning.
Evaluates bids for standard and non-standard items and determines successful bidders based on price. Develops alternate sources of supply by identifying and researching prospective suppliers. Evaluates suppliers as to production capability, performance, delivery, and other key business criteria. Perform negotiations with key suppliers regarding costs, terms, and delivery schedule.
Advises appropriate personnel of impending supplier failure to fulfil contractual agreements that may delay production or delivery. Resolves shipment quantity discrepancies and facilitates the resolution of issues by arranging and participating in conferences between suppliers and company personnel. . Able to lead supplier issue resolution, including settlement of damage claims. Assessing supplier responses to corrective action requests.
Able to lead process improvement initiatives and assists Supply Chain planning strategies.
Understands and complies with Serco Procurement policies and procedures. Possess a thorough understanding of federal, state, and aerospace industry regulations. Ensures compliance with all applicable requirements under limited supervision. Supporting and following government purchasing regulations and assuring compliance with all internal requirements. Documenting purchase orders to comply with company policies and procedures.
Responsible for commodities or assignments requiring application of advanced purchasing principles and concepts. Responsible for procuring major and critical production commodities and materials. Able to recommend and execute techniques for evaluating offerors based on factors in addition to price.
Identifies and recommends suppliers by investigating potential suppliers, researching parts, equipment, machinery, services, and materials availability. Ensuring all communications regarding procurement status are generated, presented and distributed to appropriate personnel.
Supporting internal, customer, and external compliance audits.
Qualifications
To be successful in this role, you will have:
Experience with Microsoft excel
Knowledge of Federal Acquisition Regulations, procurement law/regulations and related legal concepts
Excellent analytical, written and communication skills including presentation skills
Strong pricing and purchase order negotiation skills
Knowledge of business principles
Moderate knowledge of Intellectual Property issues
Government contractor purchasing experience
Works on a diverse range of complex problems
Additional desired experience and skills:
CostPoint experience is highly desirable
Conducts procurements within scope of responsibilities under limited direction; requires supervision only on most complex assignments; routinely exercises judgement in accomplishing tasks.
Completed supplier certification as part of a technical and/or quality team.
