Overview
This position serves as the Logistics Capability Delivery (LCD) facilities subject matter expert (SME) within the F-35 Joint Program Office (JPO), Arlington, VA, however, will be located within the F-35 Joint Program Office (JPO) in WPAFB, OH. This position will work under the direction of the JSF Program Executive Officer (PEO) as a member of the Logistics Capability Delivery (LCD) Business Unit, Hybrid Product Support Integrator, under the direct supervision of the Deputy Director LCD.
Primary task responsibilities include monitoring facility architecture and engineering planning, facility cost/benefit analysis, construction design and building coordination, acquisition support, management of the Facilities Requirement Document (FRD) and contractor/government analysis and studies.
Responsibilities
This person will Act as the F-35 JPO SME to support facilities planning activities associated with the introduction to service (ITS) of the F-35 weapons system at test, operational and training sites.
Duties will include but not limited to:
Provide facility related evaluation, input, and risk analysis to ITS planning and execution documents to include Site Surveys, Site Specific Activation Plans, Design/Drawings, Site Activation Task Force reports, and Sustainment Readiness and Initial Operational Capability Supportability Reviews.
Provide SME input on behalf of the F-35 JPO during facility Design Reviews.
Act as the F-35 JPO SME to support facilities planning activities associated with the activation of F-35 depots and maintenance, repair, overhaul and upgrade facilities.
Assist ITS Leads tracking of MILCON projects in coordination with F-35 User Site and National/Service Headquarters representatives for reporting to the F-35 JPO enterprise.
Provide technical and professional advice to the F-35 on the full spectrum of facility requirements and matters to include architectural and engineering, real property facilities, energy management, operations and maintenance, readiness, fire protection, and resource management in accordance with the FRD.
Coordinate the annual review and update of the F-35 FRD.
Recommend revision of LCD and F-35 JPO core documents in relation to facilities policies, procedures, and organizational design to support continuous improvement (i.e., the Site Ship Activation Master Plan (SSAMP), and iPlans).
Establish, develop, and maintain effective working relationships with F-35 User Facility Site Representatives and their staff, and other government and industry Facility representatives.
Education/Qualifications
A bachelor's degree or equivalent experience
10 years of experience managing and monitoring military facility architecture and engineering planning efforts
DAWIA Level I Certification in Facilities Engineering/Program Management/or Logistics
Desired Knowledge of military aviation operations, regulations, practices and procedures; this knowledge could be demonstrated by aircrew or maintenance/logistics experience.
Desired Knowledge of DoD civil engineering policies, practices and procedures relative to facilities
Desired Knowledge of program management, planning, and budgeting, and financial control.
Desired Knowledge of standard contracting regulations, practices, and procedures.
