Summary You will serve as a FUELS SPECIALIST in the Supply Management Department of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE. Responsibilities You will serve as the principal advisor for the station and tenant activities on all matters related to fuel management. You will prepare annual budget request for base operations and support consumables and equipment requirements. You will monitor and audit fuel contractor input into fuel accounting systems. You will be responsible for facility sustainment, restoration, and maintenance beyond fuel service contracts. You will ensure operations, facilities, and plans comply with federal, state, local, and environmental protection laws. You will serve as property administrator for DLA Energy capitalized property. You will evaluate contractor's day-to-day compliance with all contract provisions and monitor the performance of contract personnel. You will analyze and identify needed changes to the fuel service contract specifications as necessary in the scope of the contract and workload. You will maintain effective communication with fuel service contractor management on all phases of the operations to discuss and resolve conflicts. You will review, audit, and document technical and statistical information required in the performance of the fuel service contract. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Fuel Specialist specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a knowledge of fuel equipment and handling, fuel distribution systems and fuel storage management principles, regulations, concepts, and operations sufficient to inspect, analyze, and resolve problems and issues associated with the management of the day to day fuel operations, prepare annual budget requests, and ensure optimum inventory levels are maintained. I have experience applying principles, concepts and methods of fuel facilities operations in order to plan, coordinate and direct segments of the sustainment, restoration and/or modernization of a fuel facility. I have applied a knowledge of state and federal regulations, instructions and procedures sufficient to ensure Fuel operations, distribution, facilities and plans comply with Environmental Protection laws. I have applied a knowledge of contract administration and quality assurance surveillance procedures to analyze, evaluate, monitor and provide oversight of the DOD fuel service contractor and technical oversight of the DLA-Energy/USAGE recurring maintenance contractor to ensure effectiveness and efficiency of day-to-day fuel operations. Examples of specialized experience may include: 1) Prepare annual budget requests for Fuel operations budget, operations support consumables, and equipment requirements; 2) Responsible for facility sustainment, restoration and maintenance by coordinating, developing, planning, costing, justifying, and/or submitting project requests for funding through DLA Energy's Enterprise External Business Portal (EEBP); 3) Analyze and identify needed changes to fuel service contract specifications to recommend changes in scope of work, equipment modifications, procedural changes, etc; 4) Review, audit, and document all fuel service contract technical, statistical, and accounting information required in the performance fuel service contracts; 5) Identifying, analyze, interpret, and evaluate a functional segments of a fuel facility such as mechanical operations, preventive maintenance, inventory control, and/or storage and distribution systems, to resolve issues that affect the effectiveness, productivity and efficiency of an integrated Command fuel supply operation; and/or 6) Maintain effective communication with fuel service contractor throughout all phases of the operation to discuss and resolve problem areas and conflicts to the specifications and requirements of the contract.
