ThisShipyard Technician (Care and Protection)will be on a dynamic team, providing Care and Protection (C&P) and Equipment Maintenance & Preservation expertise and planning support to one of the newest shipbuilding programs in the Navy. Serco supports the US Navy as a prime contractor, providing engineering support services to a major Navy shipbuilding acquisition program, the USS Constellation Class Guided-Missile Frigate (FFG 62 Class).

You will be part of a ~75-member team that works closely with the Navy and other Serco teams to deliver quality systems integration, engineering, and acquisition support to an exciting and dynamic major acquisition program. This team has been recognized as a vital link in bringing important resources and success to the Frigate program office.

For C&P support:

  • The C&P/CFE PMS Technician (hereinafter -Technician-) will conduct multiple (at least twice a day) walk-throughs of all FFG production areas to observe and report the means & methods employed by the shipyard to preserve and protect stored equipment, equipment being rigged, handled, and installed and also equipment during testing phases and inactive state after installation and testing.

  • Identify non-compliant conditions found and report locally to the Serco lead and to cognizant SUPSHIP representatives. Examples of C&P issues include but are not limited to open ended pipe spools with no protective caps, installed cabling being damaged by foot traffic or being chafed by dragging equipment or heavy materials across the wireway, paint overspray found on gauge or meter faces, to name a few.

  • In conducting walk-throughs in the shipyard, the Production Technician will also be observing and reporting material and equipment rigging or handling methods that could damage the item or otherwise appear to be an unsafe operation. This could also include temporary storage arrangements or lifting or holding rigging not sufficient for the weight, size, and CG of the equipment.

  • The Technician should be able to verbally and/or in writing articulate the as found conditions and support those findings using authorized photographs, as necessary.

For CFE/PMS support:

  • Conduct periodic surveys of stored equipment (either indoors or outdoors) for the purpose of evaluating and identifying any exposures to rain, snow, heat, humidity, or any other conditions that could damage the equipment or machinery. Additionally, this effort would apply to stored liquids such as paint & solvents, floor materials and adhesives, joiner work or other interior furnishings. Any materials subject to improper storage condition and subsequent damage that would render the material unusable are to be monitored and tracked with respect to (wrt) noncompliant conditions.

  • Conduct reviews of OEM documentation/references covering equipment preservation requirements (such as temporary DH systems or special rigging hardware or fixtures) and be able to report anomalies or any shipyard practices that do not follow OEM recommendations or directives.

  • Included in the effort to comply with OEM maintenance requirements, the C&P Technician will also be required to verify that routine PMS work is being performed. This could include checking sumps in gears, pumps or engines, periodic rotation of gears or engines, gear teeth lubrication checks, combat systems electronics checks, to name a few.

For Fire Prevention support:

  • The Technician will review and learn FFG build specification requirements, FMM work procedures and practices as well as ongoing Navy initiatives to provide adequate fire protection of ships under construction at FMM and Bay Shipbuilding. Technician should be able to articulate the as found conditions, take photographs (as necessary) and report potential fire protection in addition to C&P/CFE PMS issues to the on-site Serco lead.

  • In conjunction with conducting C&P surveys noted above, the Technician will also observe and report any work practices, environmental factors, housekeeping deficiencies, or any general conditions that would result in a higher likelihood of a fire starting and spreading inside modules under construction, warehouse, or other storage areas or on the ship within compartments. For example, excessive combustible materials stored in one area or in proximity to module or shipboard hot work should be identified and reported. Fire extinguishers not in hand or within close proximity to fire watches monitoring hot work should also be reported.

  • Additionally, the Technician will observe and report presence and charge condition of temporary (shipyard) fire extinguishers being used for fire watch activities or otherwise random stationed throughout FFG work areas or on the ship. Technician will also observe and report status and condition of temporary fire main systems, including fire stations and water availability and pressure.

General Comments/Clarifications & additional duties for the C&P/CFE Production Technician:

  • All support activities defined in this document are intended to reduce risk to the FFG Program, improve quality and safety to personnel and to reduce cost and schedule impacts. Serco's efforts toward these goals are very important to both Navy and the shipyard's success.

  • Issues are to be reported to the onsite Serco lead; in most or all cases, the Technician is not to directly engage with shipyard personnel for official notifications of discrepancies. (Technician can engage on a friendly/unofficial basis but not to give direction or otherwise engage on non-compliance issues.)

  • Technician is required to compose and submit a weekly report or activities and tasking completed (not every item-just 3 or 4 highlights).

  • Technician is required to compose and submit inputs for a monthly report that Serco is required to present and submit to the Navy.

  • Technician is a part of a dynamic team but must also handle daily individual tasks.

  • Emergent issues and associated tasking (special surveys or data calls) will occur, and Technician is expected to support as needed.

  • Technician will be expected to conduct independent assessments and review alternate options and make specific recommendations to the Navy.

  • Other Serco Production Team members will support Technician when needed.

  • Technician will treat Serco, Shipyard and Navy personnel with respect and will perform and behave in a professional manner.

  • Technician will support (participate in) local meetings with Serco, Shipyard and SUPSHIP personnel and also support online (Teams meetings including Serco, Shipyard, SUPSHIP and PMS 515). These meetings could also include other subcontractors for the Navy as well as the Shipyard.

  • For significant issues identified and reported, Technician is encouraged to provide solutions or alternatives to the noncompliant condition. (We are not onsite to simply identify problems and then walk away.)

Qualifications

To be successful in this role, you will have:

  • Five to seven years of experience with shipyards and shipbuilding.

  • A High School Diploma or GED, or college.

  • A current or active DoD Secret clearance, or the ability to obtain a DoD Secret clearance.

  • Experience collecting data and presentations for higher level review.

  • Working knowledge of Excel, Word, and PowerPoint.

  • The ability to use multiple programs on a computer, access information and conduct product searches.

  • A current or active DoD Secret security clearance.

  • Experience providing briefs and recommendations to senior Government personnel (O-6/GS-15 or higher).

  • Ability to interface with others, provide accurate and timely information and participate as an integral part of an expanded FFG build team.

  • The ability to travel at least 10% of the time.

Preferred candidates will have:

  • Higher level training in position related fields.

  • Significant experience working with U.S. Navy shipbuilding programs and/or waterfront production/technical support processes and procedures.

  • Trade experience in position related fields.

  • Excellent written and oral communication skills.

  • Ability to work well with production personnel as well as senior management in a collaborative team environment.

  • Ability to generate clear and concise reports and to MS Programs (Word, PPT & Excel) to present findings and recommendations in text, spreadsheet or graphs/curves as needed.
