Summary You will serve as a SECURITY SPECIALIST in the Security Department of NAVSUP FLC NORVA GF. Responsibilities You will serve as a Security Specialist performing policy and guidance duties in support of various security programs for the command, including the over-the-horizon (OTH) locations. You will manage the following programs: Information and Material Security, Personnel Security, Physical Security, including access control, Antiterrorism/Force Protection, Industrial Security and Communications Security (COMSEC). You will reviews draft DOD/DON and NAVSUP directives and regulations, and develops recommendations for DON supplements on various security matters. You will Identify the classification level of documents, material, devices and systems and ensures the required protection is afforded to adequately safeguard it. You will make security clearance determinations or recommendations for employees for access to classified and sensitive information, resources, material or work sites. You will review and prepare verbiage for the security portion of the statements of work and the DD Form 254, Contract Security Classification Specification for solicitations and contracts. You will serve as the central focal point for physical security and antiterrorism/force protection duties and responsibilities. You will advise the Security Director of deficiencies that would affect the security posture of the Command and resources recommends revision of procedures to insure compliance with existing regulations and policies that are applicable. You will provide technical review and recommendations of requests for waivers and exceptions from minimum physical security standards for installations and activities. You will maintain crypto and COMSEC related components, conducts scheduled and random inventories, reports incidents to the proper authority. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying practical knowledge of commonly applied security principles, concepts, and methodologies to review, analyze, and resolve well-defined security issues or problems in all phases of Personnel Security and Industrial Security. Examples include: 1) Utilizing effective communication skills both written and oral to prepare reports and briefings that depict findings and recommendations for Personnel or Industrial Security issues or problems; 2) Ensuring close attention to detail when assisting in administrative procedures and reviewing Electronic Questionnaires for issuance of security clearances; 3) Interpreting and implementing well defined personnel and industrial security guidelines as well as utilizing information systems for security, for example Defense Information System for Security (DISS), to gather, evaluate, and adjudicate security clearance information; 4) Assisting in ensuring contractors are appropriately cleared regarding eligibility and security access level to perform on a contract; and/or 5) Selecting, Reviewing and interpreting existing and well-precedented security instructions using judgment in locating and selecting the proper procedural and technical instructions for application to Personnel and Industrial Security work. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying and utilizing a knowledge of security concepts, principles, and practices to independently review, analyze, and resolve difficult and complex security problems in all phases of Physical Security, Anti-terrorism/Force Protection, and Industrial Security. Examples include: 1) Reviewing, analyzing, interpreting, and implementing DOD/DON and NAVSUP directives and regulations to skillfully manage security programs and make informed recommendations pertaining to Physical Security, Anti-Terrorism, Force Protection, Active Shooter, Insider Threat, and Foreign Travel; 2) Conducting comprehensive review and analysis of physical security plans, inspections and survey report for compliance with existing policies and procedures; 3) Ensuring contractors are appropriately cleared regarding eligibility and security access level to perform on a contract; 4) Reviewing, interpreting, briefing, and implementing new or existing security instructions pertaining to the work of a security department; and 5) Utilizing a knowledge of Physical, Anti-terrorism/Force Protection, and Industrial security regulations and effective communication skills, both oral and written to prepare clear, concise documents, briefings and oral presentations for targeted audiences at all levels of the command.
