We're the sole designer, builder and refueler of U.S. Navy nuclear aircraft carriers and one of two providers of U.S. Navy nuclear submarines. Our diverse and innovative team of professionals ranges from skilled trades to project managers, engineers and software developers to solution architects, technical subject matter experts, and system users. Anchored in our rich, 135-year history, we collaborate together at the forefront of technology, manufacturing, and integration of the most powerful and survivable naval ships in the world. Want to be part of the team? Apply today! We look forward to meeting you.

The Role

Quality Management Systems (Dept. O31) is responsible for all ISO 17025 laboratories at Newport News Shipbuilding. The laboratory is accredited for two programs that are based on ISO 17025 via AIHA and VELAP. In addition, O31 is the quality and technical lead for Calibration accreditation which is currently through the Navy's program (NAVSEA 4734C), but this accreditation may also be moved to ISO 17025 in the future. ISO 17025 is similar to ISO 9001, but more specific for laboratories. O31 has a robust quality management program within the department with dedicated staff to ensure unique quality requirements are met in lab processes

Priority responsibilities for this position include:

  • Financial management of department budgets for direct & overhead work. O31 provides services to all NNS programs and therefore has budgets on each major program. In addition, O31 has substantial responsibilities for overhead functions such as testing to support facilities (HRSD, gases, drains, environmental permit), receipt inspection (stock materials, weld wire) and calibrations services.

  • Supports NNS leadership in investigations related to materials and processes within the shipyard using the unique technical and diagnostic capabilities of the laboratory staff and equipment. Due to expertise in chemistry, metallurgy and special/engineering test methods, it is common for O31 personnel to be the go to experts on many unexpected material or process issues that arise during construction processes. The O31 manager is involved to organize the capabilities of the lab to meet these challenges in a timely fashion.

  • NAVSEA Water Chemistry manual test methods are followed by the Water Chemistry section of the laboratory. O31 provide chemicals and testing of propulsion plant systems for all CVN and SSN vessels at NNS. The personnel in this section are qualified to the Water Chemistry manual requirements and subject to audit by Naval Reactors. This section also provides 24/7 coverage during certain plant testing cycles.

Other responsibilities include: Develops, maintains and ensures compliance with quality assurance programs, policies, processes, procedures and that the performance and quality of products conform to established standards, specifications and agency guidelines. Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance. Works directly with operating entities to ensure that inspections, process control analyses or audits are conducted on a continuing basis as specified to enforce requirements and meet specifications. Ensures the quality assurance programs and policies are maintained and modified regularly. Establishes and ensures that inspections are conducted prior to the processing of raw materials, ingredients, product and package specifications, frequently at vendor/supplier locations. May serve as liaison between the company and the various governmental agencies

Must Have

Nice to Have

  • A general knowledge of laboratory testing methods for chemistry, mechanical and physical material properties. O31 follows national testing standard methods found in EPA and ASTM documentation. As the laboratory's manager, involvement with standards and accreditation organizations is expected to ensure that NNS is aware of and involved in the development and changes of testing methods.

  • A general knowledge of calibration methods and quality controls unique to calibration programs. O31 is currently the technical leader for all NNS calibrations which are accomplished by both O31 and X36 calibration technicians and NNS vendors.
