Serco supports federal and state contracts across the US and Canada, in the areas of Defense, Civilian, and State/Provincial agencies. In this role, you will be supporting our Civilian Services business units and critical contracts in Canada, Transportation, and Federal Civilian markets https://www.serco.com/na/about .

You will be part of the 50+ employee Talent Acquisition department managing a growing team of 10 recruiters in the US and Canada with diverse geographical areas. As part of the Management team, you will be vital in our collaboration and development shaping our process, procedures, and best practices. This position reports to the Director, Talent Acquisition.

In this role you will:

  • Manage a team of specialist, technical and proposal recruiting professionals in the delivery of workforce and staffing plans to proactively, attract, source and maintain a pipeline of existing and potential candidates to meet the variable business requirements.

  • Coach the recruiting team to drive improvements on a continuous basis and overall customer experience focused on specialist, niche, technical and sometimes difficult to fill roles. Ensure the team adheres to process, championing best practices, promoting a culture of continuous improvement.

  • Point of collaboration for senior leaders to align and support business goals. Build strong effective relationships with business units and management teams.

  • Responsible for resourcing and fulfilling demand for the Business Units and sub-sectors, balancing workloads and priorities.

  • Oversee bidding pipelines aligning with the Proposal Lead, preparing for contract awards and transitions, and downstream impacts on recruitment workload.

  • Ensure the team possesses the required level of professional expertise and training to enable delivery of service, participate in continuous professional development and initiating appropriate development interventions - undertaking all activities as a People Manager including providing regular performance and development feedback.

  • Maintain knowledge and awareness of the Serco brand, execute appropriate use of brand collateral when communicating with candidates, act as ambassador of the Serco brand and Employee Value Proposition.

  • Work with TA leaders and team to develop and implement effective marketing and social media strategies, campaigns, events, and other activity planning.

  • Effectively manage and maintain the applicant tracking system. Utilize reports, systems and processes to ensure a high level of data integrity enabling accurate data tracking and reporting according to company standards and procedures.

  • Rely on extensive experience and judgment to plan and accomplish goals. A wide degree of leadership, responsibility, innovation and latitude is expected.

Qualifications

To be successful in this role, you will have:

  • A bachelor's degree (or experience in lieu of), 10+ years of experience in recruiting and 5+ years of experience leading staffing strategies and partnering with management.

  • Minimum of 5 years of Federal and/or State & Local government contracting experience.

  • Knowledge of Canadian labor laws and experience recruiting in Canada preferred, but not required.

  • Strong understanding and experience in all elements of the recruiting process.

  • Strong data, reporting production and analysis, and attention to detail.

  • Strong organizational, problem solving, and strategy development skills.

  • Exceptional stakeholder management and customer service skills.

  • Technical aptitude in the use of business software and applicant tracking systems (iCIMS preferred) with proficiency in Microsoft Office Suite, and HRIS databases.

  • Demonstrable people management skills, including recruitment, development, performance management, resource deployment and employee engagement.

  • Experienced in change management, workforce transformation best practice, and efficiencies in talent/recruitment/resourcing functions.

  • Understanding of workforce planning cycles and how these can be converted into robust hiring plans and pro-active strategies.

  • Knowledge of and understanding of key risks in relation to the end-to-end recruitment process, including the implication of key legal and compliance (EEOC/OFCCP) requirements.
