Overview
FTI is looking for a Mid-Level Cost Engineer with specialized knowledge and experience with estimating and analyzing Defense Business System to join our Defense Health Agency Program team. You will be a key part of a high-performing project team composed of a mix of mid/senior level technical analysts. This team enables our Government Client to make confident decisions, developing project planning assumptions, cost estimates, funding justifications, program and project financial analysis, and ad hoc analytics results.
The ideal candidate will understand the cost estimating process with respect to Department of Defense (DoD), and /or Federal Program Offices, delivering acquisition life cycle support. Your demonstrated skills, knowledge, and experiences will derive from work with complex automated information technology systems / networking/database models, product as a service models, and/or multiple system development methods (Agile and DevSecOps).
Responsibilities
Essential Job Duties and Responsibilities
Be proficient in cost estimating and analysis, data analysis, and/or acquisition support
Develop independent or program life cycle cost estimates and accompanying risk, uncertainty, and sensitivity analysis
Develop economic analyses, including but not limited to business case analyses, cost /benefit analyses and analysis-of-alternatives
Conduct assessments on program cost technical, and schedule baselines, identify key cost and technical risk areas, and translate the risk areas into program cost impacts
Assess the credibility of government and industry cost estimates and economic analyses
Assess the credibility of government and industry cost savings initiatives
Assess industry contract cost and schedule performance and conduct variance root cause analysis
Evaluate the credibility of industry cost proposals
Document and present/defend analytical results
Be an effective communicator of complex issues, relevant recommendations with their rationale, and an empathic advisor for the concerns of senior level stakeholders
Education/Qualifications
Experience
Candidate must have experience developing cost/decision-support-analysis for evaluating and comparing program alternatives for emerging capabilities
Candidate must have experience developing and evaluating cost data solutions that support recommendations for future capabilities
Candidate must have experience in acquisition cost estimation to include identification and selection of applicable cost-estimating methodologies and assumptions, developing integrated life cycle cost estimates, quick-turnaround -what-if- cost scenarios
Candidate must be able to translate and integrate program risk management concerns into analysis and resulting recommendations
Qualifications
Required :
Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics, or business) or a discipline that fosters problem solving, structured thought and creativity
Minimum experience: 5 years of cost analysis/decision support
5 years experience with BA/BS + DAWIA Level II FM or ICEAA/CCEA certification
3 years experience with advanced degree
Excellent oral and written communication skills
Proficiency with Microsoft Office products
Advanced Microsoft Excel modeling skills
Demonstrated experience utilizing commercial statistics tools and simulation analysis tools (e.g. Power BI, ACEIT, Minitab)
US Citizenship
Hold / able to Obtain Federal/DoD government security clearance
