Summary You will serve as a Property Systems Specialist in the General Equipment Property Policy and Reporting Branch of the Financial Operations Division of the Financial Management and Comptroller Department of NAVSUP CNSSC OPERATIONAL SUPPORT FIELD located in Norfolk, VA. Responsibilities You will assist the Property, Plant and Equipment Program Manager in planning, directing, and coordinating the activities of the Support Team and property managers throughout the Navy. You will explain and discuss property systems technical operations with higher authorities to provide technical input on the impact on requirements of budgetary, security, service and product changes. You will prepare and provide authoritative reports, make presentations, and engage in formal discussions regarding program status with senior Navy and DoD officials. You will prepare and provide input for technical briefings to represent and defend organizational operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is required in planning, organizing, operating and applying analytical methods to evaluate the effectiveness of processes and procedures employed in the management of a Property Plant and Equipment (PP&E) Program. Experience must demonstrate applying knowledge of property systems, categories of property and federal standards for personal property inventory and financial management relevant to resolving issues, and providing advice to senior managers. Specialized experience must demonstrate some or all of the following duties: 1) Evaluate PP&E program operations and develop recommendations on the need for procedural changes and/or additional controls to assure quality, security and timeliness of products and services; 2) Monitor cyclic inventory processes to ensure all property is inventoried in accordance with current directives; 3) Process monthly financial management property reports/queries to collect necessary financial data; 4) Research the scope and impact of proposed PP&E System changes in order to provide input for discussion; and 5) Prepare monthly PP&E Management Reports using management statistics and summary metric data.
