Summary You will serve as a Management and Program Analyst in the Business Support Department, Workforce Enrichment Division of NAVSUP FLC NORVA GF. Responsibilities You will perform analytical, planning, evaluative and resource analysis for the command, its mission and its workforce enrichment program You will manage external and command level awards, onboarding, DAWIA, Individual development plans, the mentor program, diversity and inclusion, and workforce development You will analyze training data to advise the command on effective use of resource, including staff time You will research best practices and recommend improvement to eliminate barriers to employee engagement Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a knowledge of quantitative, qualitative and evaluative methods to issues and studies concerning the efficiency and effectiveness of workforce enrichment program goals. You have experience participating with management in short and long range planning concerning workforce enrichment programs. You have experience advising on local impact and recommend strategies to implementation of higher echelons mandate directives, policies and procedures related to assigned personnel and workforce enrichment programs. Examples of specialized experience may include some or all of the following: 1) Serve as the liaison to the NAVSUP HQ Telework program manager; 2) Verify TWMS reflects accurate and complete training information; 3) Develop and implements a mentor program for employees across the FLC enterprise GS-11 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a knowledge of analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of workforce enrichment programs. You have experience participating in and contributing to projects and studies to evaluate and recommend ways to improve work operations and civilian personnel and workforce enrichment program goals. Examples of specialized experience may include some or all of the following: 1) Research and contact potential health care organizations for participation of the annual health fair; 2) Solicits for applicants/ nominees and monitor external awards and NAVSUP training opportunities; 3) Collect and analyze demographic data, tracking multi-year trends in civilian personnel representation area race/ ethnicity sex and disability. Education GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
