Overview
FTI is seeking a full time, highly qualified Research/Data Analyst with experience in the defense industry for capturing, analyzing, collaborating, and reporting on disparate program data to support the publication of test standards and best practices for T&E in support of Marine Corps acquisition programs. The Data Analyst will become a Subject Matter Expert in the current FTI tool suite, as well as other business unit technologies, to support the Marine Corp Systems Command (MCSC)'s Director of Test & Evaluation (T&E).
Responsibilities
Identify and compile T&E data from various stages of program lifecycles of Marine Corps acquisition programs for analysis. The analysis completed will determine the feasibility of employing and/or modifying existing analytical tools:
Determine predictive power of test methodology employed in developmental test (DT) and operational test (OT).
To forecast operational test outcomes
To forecast fielded system performance
Derive cost-benefit analysis of T&E investment to demonstrate fielded system performance and reliability
Recommend best value methods and approaches for implementation as Marine Corps Test Operating Procedures (MCTOPs)
Review of program T&E documentation for reliability, availability, maintainability (RAM); and performance data obtained in developmental test events, operational test events and surveillance (After Action Reports and Logistics data) sufficient to provide context and understanding to support their analysis.
Recommend and apply its suite of data analytic and decision support tools as appropriate to the required analysis.
Assess program data formats, evaluate completeness and consistency of data sets, capture and document program methods for parsing and deriving data and conclusions, and assess the suitability of FTI's existing tools for executing the primary performance objectives.
Recognizes probable conflicts with integrating/standardizing diverse data sources and provides innovative solutions
Coordinate with product owners and software developers to log enhancements and test new versions/releases of FTI tools and technology capabilities
Assist with identifying, setting up, and managing company Internal Research and Development (IRADs) for existing and new tools
Create and produce forecasts, reports, ad hoc requests, dashboards, etc. Interpret data, analyze results
Develop reports and deliverables for management and communicate with all levels of stakeholders
Support the development of test standards and best practices for T&E in support of Marine Corps acquisition programs
Communicates status and provides frequent updates to key decision makers
Travel to Government sites, Contractor sites, and other FTI sites is expected to be
Education/Qualifications
+ + Bachelor or Masters degree and 6+ years of relevant experience on programs/projects supporting the Department of Defense
Conducts the most complex and vital work, unsupervised and with complete latitude for independent judgment
Exceptional interpersonal, leadership and decentralized decision-making skills
Working knowledge of DoD policies, processes, and procedures
Strong written and verbal communication skills to successfully lead and/or collaborate with internal and external customers
Proven experience learning new technologies and sharing domain and tool knowledge with teammates to contribute to the growth of the team
Must be able to travel
DESIRED SKILLS:
Experience with USMC Test and Evaluation processes and products
Defense Acquisition Workforce Improvement Act (DAWIA) Certification
Knowledge of SAE standards, including EIA 649C regarding configuration management
Understanding of business challenges and opportunities driven by technology, and regulations unique to the Defense industry highly desired
