Overview
Full time Financial Analyst to support the Office of the Secretary of Defense (OSD) Joint Hypersonics Transition Office (JHTO) Funds Manager. This is an opportunity to have a direct impact on the success of a high-profile DoD program with Congressional mandates for the continual improvements in DoD Hypersonic weapons systems. Our ideal candidate will have experience in the DoD annual budgeting process and budget documents, working with OSD resource managers, a strong background in funds execution and tracking, financial analysis, and experience with government contracts.
This Position is Located in Arlington, VA. Qualified Candidates Candidates Must Be In or Willing to Relocate to Arlington, VA.
Responsibilities
Utilize Defense Agencies Initiative (DAI), financial management databases, and repositories to manage spend plans, funds execution, commitments, obligations, and expenditures.
Assist with the execution of funds to include MIPRs, sub-allocations, and similar documentation in accordance with appropriation requirements.
Generate comprehensive detailed reports to maintain oversight of program and budget execution data including creation and management of annual spend plan.
Respond to inquiries and data calls as required from OUSD(R&E) Resource Management Offices, the OUSD (Comptroller), OSD CAPE, as well as other offices across the US government in receipt of JHTO funds.
Support all aspects of the budget cycle; Planning, Programming, Budgets, and Execution (PPBE) process with specific emphasis on the annual program and budget review process to ensure JHTO Director is aligned and postured to meet all PPBE annual milestones.
Assist the Funds Manager in creating and presenting briefings and reports on funds status to the Director, JHTO and other DoD officials as required.
Properly format and prepare formal contract documentation to include Statements of Work, Performance Work Statements, Government Cost Estimates, and Funding Document Requests
Interface with Contracting Office Project Managers, Contracting Officers, Contracting Officer Representatives
Education/Qualifications
Must have active DoD Secret Level Clearance or above with the ability to maintain.
Minimum B.S. Degree in Business Administration, Finance, Accounting, or related field.
Requires a minimum of 6+ years of related experience in DoD Financial Management.
Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification preferred.
Knowledge of DoD resource management practices.
Knowledge of funds execution processes and related forms
Advanced Excel skills Required and knowledge of various computer applications (MS Office).
Solid knowledge of the DOD's PPBES process and appropriations.
Knowledge of FAR, DFARS, agency supplements, the DoD 5000.02, and relevant acquisition processes and procedures.
Knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS)
Knowledge of DOD Financial Management Regulation (DOD FMR)
Knowledge of market research, cost and price analysis, acquisition planning, source selection procedures, business clearances, pre-award surveys, financial audits, technical reports, award fee plans, responsibility determinations.
Ability to interpret a significant amount of data and consolidate to executive reporting.
