In the role of the Sr. Congressional Public Affairs Specialist, you will be a part of Team Submarine, located in Washington, DC. Serco supports the U.S. Navy as a prime for their Team Submarine contract supporting the maintenance, sustainment, and disposal of in-service submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
Work closely with Program Office leadership to develop and execute effective communication strategies that advance its mission and objectives.
Develop key messaging and talking points and ensure consistent messaging across all communication channels.
Develop and implement comprehensive communication plans to support objectives, including strategies for Congressional engagement, media relations, and stakeholder outreach.

Serve as a liaison between Program Office and Congressional stakeholders, including Members of Congress, congressional staff, and committees, to ensure effective communication and collaboration.
Monitor and track legislative developments that may impact the Program Office and provide strategic guidance on how best to respond.
Coordinate with external stakeholders, including industry partners, trade associations, and think tanks, to support Program Office strategic goals.
Develop and manage content for Program Offices web presence, social media channels, and other communication platforms, ensuring all content is accurate, timely, and consistent with its messaging and branding.
Provide support for Program Office participation in conferences, events, and other public engagements.
Respond to all Requests for Information (RFI), media questions, and any other congressional inquiry as it pertains to the program.
Provide insight and liaise with management and customer.
Establish and maintain effective relationships with the program manager and the deputy program manager.
Generate presentations and be responsible for quality control and timelines.
Facilitate technical discussions for project reviews, including preparing and delivering formal briefings.
Qualifications
To be successful in this role, you will:
Have a current or active DoD Secret security clearance.
Have at least a Bachelor's degree in a relevant field.
Have five to seven years of experience.
Be proficient in technical writing, as well as possess skills in research, communication, and analysis.
Have the ability to work across multiple lines of effort, gather data and write briefs for senior leadership.
Possess strong knowledge of the Microsoft Office Suite to include Word, Excel, and PowerPoint.
Have the ability to work in both a team environment, and independently, and often under short, multiple deadlines.
Be responsible for managing incoming requirements, ensuring that the task guidance is clear, communicating to the team responsible for completing the task, and tracking metrics.
Be readily available to shift your focus to fulfill emerging client requests. Your attention to detail, flexibility, communication skills, understanding of the client mission, and problem solving will enable the mission's success.
Work closely with a high-performing, fast-paced team to support government program manager clients. You will lead tasks in a variety of areas, including tracking important milestones or actions, prioritizing work by considering risks, importance, urgency, and potential business, organizational, and client implications, interacting with clients, government officials, and other executives in various sectors, drafting, writing, and editing reports, briefs, correspondence, and other documents, and liaising and coordinating meetings with key internal and external stakeholders. Work with Team Submarine as we support warfighter capabilities.
Perform additional duties and responsibilities as assigned.
Have the ability to travel at least 10% of the time.
Additional desired experience and skills:
Possess experience in Congressional or senior leadership engagement.
Have had exposure to NAVSEA environments.
