Job Description:
L3Harris Technologies is looking for a a Lead, Subcontract Manager to support the FAA Data Communications Integrated Services (DCIS) group in the Mission Networks Business Sector of the Space & Airborne Systems Business Segment.
The Subcontract Manager (SCM) is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, requirements definition phase, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customer.
Essential Functions:
Management of existing subcontractor relationships, support of routine customer task order/ change proposal activity, implementation plans, data analysis, and compliance reviews of subcontract files, preparation of estimates for bids and proposals, audit support (to include both internal and external audits such as CPSR, AS9100, etc.)
Utilization of Lean-Six Sigma tools and methods to drive operational excellence.
Collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, change management, risk management, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
Management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
Supports business development activities on customer change requests and change proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure agreements, performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments.
Supports government, customer and internal audits as required.
Interacts as a functional representative/subject matter expert internally with management and upper management and externally with customers, auditors and suppliers.
Qualifications:
Bachelor's degree (Business, Supply Chain, Operations Mgmt.) with a minimum of 9 years of prior related experience, or equivalent industry experience; or Graduate degree (Business, Supply Chain, Contracts Mgmt., Operations Mgmt.) with a minimum of 7 years of related experience or equivalent industry experience.
Relevant professional experience in Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
Experience with Federal contracting/subcontracting process (FAR/DFAR/AMS)
Experience in managing various types of complex subcontracts, including hardware, software, and complex services subcontracts.
Experience in supplier negotiations, subcontractor performance and risk management.
Ability to obtain a Public Trust Security Clearance.

TELCO Experience
Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
MRP system experience
Strong verbal and written communication skills
Lean Six Sigma experience.
Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
Works autonomously

Navigate FAR regulations and internal procedures for compliance
