Job Description:

The Subcontracts Associate Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.

  • Subject Matter Expert with advance experience leading a team of Subcontracts Administrators, Subcontracts Managers, and may be assigned to manage direct and/or indirect reports. Advanced experience leading organizations supply chain activities, metrics, KPIs, proposals, cost savings/affordability and advise/communicate with senior management and cross-functional leadership.

  • Support supply chain organization and cross-functional requests, and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).

  • Subject Matter Expert with advanced understanding of production, development, services, repairs and sustainment efforts.

  • Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).

  • Subject Matter Expert with advanced experience with Earned Value Management (EVMS), Control Account Management (CAM Certified required preferred), Program Management and Financial concepts.

  • Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.

  • Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.

  • Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.

  • Subject Matter Expert with advanced working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point, etc.

  • Develops, and/or approves, Basis of Estimates (BOE's) for Subcontract Management labor.

  • Reviews Subcontractor Statements of Work (SSOW) to ensure compliance and integrate specific subcontract management deliverables as applicable (forecast, timecard report, etc.)

  • Reponsible for managing timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.

  • Upon prime contract award, ensures proposed BOE's align with what Supply Chain proposed; responsible for questioning and challenging PMO decisions that may negatively impact Subcontract's ability to appropriately perform, manage the program, and the subcontractor throughout the entire period of performance (POP).

  • Provides expert support to program kick offs and the preparation of kick off packages with guidance from direct management and based on program requirements.

  • Collaborates with the program team to define appropriate execution methods to meet cash flow, cost, and schedule objectives upon program startup and during rolling wave.

  • Expert understanding of program requirements and implement Supply Chain strategies to effectively align with the program execution, structure, and manage deliveries to milestones outlined in SOW and PMO requirements.

  • Expert understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.

  • Expert understanding to stage program requirements in to effectively align with the program execution, structure, and manage deliveries to milestones outlined in SOW and PMO requirements.

  • Works independently to engage cross functional groups in the implementation of risk mitigation actions to prevent problems from occurring.

  • Expert on problem solving and advises on conflict resolution as needed.

  • Innovates new ways to do business based upon experience and feedback. Shares best practices with others.

  • Serves as organization's subject matter expert and peer reviewer.

  • Mentors others on complex subcontracts and supply chain efforts.

  • Identifies training opportunities and provides training to peers and/or direct reports as required.

  • Responsible for (or lead) proposal efforts of high complexity, to encompass the creation, delivery, and presentation of PCR content.

  • Facilitates, performs and/or provides expertise to SCM peers to perform program closeout of subcontracts related contractual obligations (e.g. CFE/GFE, deliveries, open commitments, residual material disposition) by completing program assigned actions.

    Qualifications:

  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior Subcontracts experience.

  • Total relevant experience to be minimum of 5 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.

  • Minimum 3 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)

    Preferred Additional Skills:

  • Highly proficient in MS Office suite of tools, including Outlook.

  • Proficient with MRP systems.

  • Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.

  • Demonstrate a strong attention to detail and a high degree of accuracy.

  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.

  • Ability to effectively communicate with all levels of management and program teams.

  • DoD contract experience.

  • Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.

  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.

  • Lean Six Sigma experience.

  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.

    In compliance with pay transparency requirements, the salary range for this role is $90,500 - $121,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
