Job Description

Summary You will serve as a Transportation Assistant (Shipment Management) in the Navy Household Goods (HHG) Personal Property Shipping Office (PPSO) Shipment Management located within NAVSUP FLC PEARL HARBOR. A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will arrange for the pickup and/or delivery of personal property shipments. You will determine and advise on entitlements or procedures relating to storage of goods, weight allowances, prohibited items, and shipment of unaccompanied baggage, privately owned vehicles, and household goods. You will prepare cost estimates to assist the customer in determining the best method of movement. You will respond to all member/employee and Transportation Service Providers (TSP) requests for information or assistance. You will be responsible for performing all inbound/outbound shipment management functions, loss and damage claims assistance, and customer support in accordance with published guidelines. You will be resolving problems, sharing concerns, and exchanging information to resolve issues with other Personal Property Shipping Offices (PPSO). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-05 or pay band in the federal service or equivalent experience in the private or public sector applying knowledge and application of standardized transportation policies, regulations, procedures, and operations to perform a full range of transportation support assignments and resolve problems in connection with the movement of personal property by Government or commercial means. Examples of qualifying specialized experience include: 1) Determining most cost effective method of shipment and storage for household goods and arrange pickup; 2) Preparing and providing required transportation and/or storage documentation for Transportation Service Providers (TSP)/Contractors to initiate movement, storage, and shipment changes, etc.; 3) Reviewing orders and determine extent of entitlements in support of the shipment of personal property including household goods and privately owned vehicles; 4) Utilizing automated information systems to input a range of standard information or track shipments. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
