Summary You will serve as a CONTRACT SPECIALIST in the NAVAL SUPPLY SYSTEMS COMMAND (NAVSUP) of NAVSUP FLC YOKO REG. A Cost-of-Living-Allowance (COLA) of 12.45% will be added to the stated salary. Responsibilities You will be responsible for solicitation, analysis, evaluation, and negotiation of contractor's proposals for service and supply requirements. You will assist contract administration offices in the administration of contracts, including performance of termination actions until final delivery and payments are completed and the contract is closed and retired. You will monitor performance via telephone conversation, correspondence, reports, vouchers, and visits for status of contract performance. You will review request for the procurement of complex equipment and/ or services. You will analyze and recommend revisions to the statement of work or specifications as necessary and decide on the type contract, milestones, and procurement plan. You will conduct market research via internet, verbally, or through written solicitation executed utilizing the automated Procurement Desktop Defense System ( also referred to as standard Procurement System (SPS)). You will negotiation with potential contractors and awards contracts with delegated contracting officer authority or recommend awards to the contracting officer officer outside delegated authority. Requirements Conditions of Employment Qualifications GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
