Summary You will serve as a Distribution Facilities Specialist of NAVSUP FLC JACKSONVILLE.. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. Responsibilities You will assist the regional fuels officer in managing, developing, analyzing, and improving the effectiveness of fuel storage and distribution facilities. You will oversee the accuracy of planning, developing, distribution and storage, and coordination of facilities for the sub-region area of responsibility. You will manage the operation and maintenance of bulk fuel terminal facilities. You will coordinate, monitor, and track activities for multiple projects and sites occurring concurrently. You will provide quality assurance oversight and ensure environmental compliance for all fuel operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector having extensive level knowledge and skill applying the principles and practices of Petroleum, Oil, and Lubricant (POL) facility operation, maintenance, and overall organization and facility design. Examples of specialized experience may include the following: 1. Oversee daily routine of fuel operations and strategic planning including storage and movement procedures, quality control, and safety factors related to handling petroleum fuels; 2. Develop new procedures and approaches to identify and resolve issues and problems with fuel operations; 3. Utilize qualitative and/or quantitative methods to measure the effectiveness, efficiency, and productivity of fuel operations; 4. Assist with performing resource allocation and fund control procedures related to resource management for fuel operations.
