Summary You will serve as a Supervisory Contract Specialist in the NAVSUP Fleet Logistics Center Puget Sound, FLC-PS Regional Contracting Department of NAVSUP FLC PUGET SOUND. Responsibilities You will serve as a Contracting Officer (within warrant limitations). You will conduct pre-negotiation conferences with management and technical personnel, and negotiate prices, terms and conditions, contract modifications, and settlements in the pre-award and post-award without prior higher level review. You will be responsible for developing common, commercial and noncommercial approaches to the acquisition of supplies and services. You will manage the contracting function so as to ensure that it is performed in accordance with the Federal, DoD, and DON acquisition-related directives, policies, and procedures, and internal acquisition guidelines. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1)Developing policies and procedures for Pre-Award and Post-Award contract functions; 2)Ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, and/or procedures; 3)Providing advice, training, guidance, and interpretation on procurement regulations, policies, and procedures; and 4) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and close. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
