Summary You will serve as a TRANSPORTATION ASSISTANT (QUALITY ASSURANCE INSPECTOR/COUNSELOR) in the Navy Household Goods/Personal Property Shipping Office (HHG/PPSO) Store Front Section of NAVSUP FLC PEARL HARBOR. A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary. Responsibilities You will review orders, and determine the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense. You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time, member/employee as well as Transportation Service Provider (TSP) responsibilities. You will ensure work of TSPs and/or contractors engaged in the physical handling (packing and crating) and movement of household goods comply with applicable service tenders, solicitations, contract specifications and other government regulations. You will respond to all member/employee and TSP requests for information/assistance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: a thorough knowledge and application of a wide range of Federal and Defense Traffic Management and Transportation regulations, methods, and systems governing the movement, shipment management, entitlement counseling and quality control services pertaining to the movement of all Household Goods and Personal Property including unaccompanied baggage, boats, mobile homes, and privately owned vehicles. You must have experience coordinating and providing counseling to military and/or civilian applicants, their dependents or agents to determine the extent of entitlements and eligibility that includes the following: travel schedules, approximate transit time, expected Transportation Service Providers (TSP) responsibilities from origin to destination, the optimal combination of shipping and storage services, excess costs, allowances for "do-it-yourself" moves, claim procedures and other information relevant to the management and movement of household goods and personal property. You must have experience determining the appropriate mode of transportation, service provider, and providing entitlement counseling resulting in offering various and multiple options to members to ensure the move/shipment is completed economically, expediently, correctly, and avoid excess cost or misuse of Government funds. You must also have experience performing on phone or in person shipment/warehouse inspections to ensure TSPs meet the contract specifications as well as government regulations. Examples of may include: (1) Interviewing applicants to determine the shipment, storage, cost, claims, and other services needed to manage and move Household Goods (HHG) and Personal Property (PP), counseling the applicant on entitlements, laws, policies, and all options to ship or move HHG and PP; (2) Calculating shipment costs, reconciling shipment errors, and assisting applicants with preparation of documents for filing loss and damage claims; (3) Reviewing and responding to any calls or communications from applicants, TSPs, or agents by identifying the nature of the request or problem, analyzing the situation, determine the need for and obtain additional information to respond and resolve customer inquiries; (4) Communicating verbally or in writing to applicants and customers in order to expedite special projects/requirements pertaining to moves; and/or (5) Serve as point of contact resolving problems and ensuring that the work of Transportation Service Providers and/or contactors engaged in the physical handling and movement of household goods comply with applicable service tenders, solicitations, contact specifications and other government regulations. Additional Information This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
