The Role

Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

The ideal candidate should be a proactive, team-oriented, resourceful, independent/critical thinker, solutions-focused, adaptable, and flexible individual that can work with minimal supervision. It is preferred that the candidate have significant RCOH trade and estimating experience so that they will have familiarity with the RCOH Change Cell Proposal process to be able to estimate, negotiate, and help lead/train others on the team in order to process multiple contract change types such as Request for Proposals, Unpriced Supplemental Agreements, Change Orders, and Request for Equitable Adjustments. Strong leadership and communication skills, both verbal and written, are necessary due to the collaborative nature of this position with the other functional areas of NNS, as well as external customers. Occasional travel will be needed in order to support ship-checks onboard nuclear powered aircraft carriers and meetings held outside of the normal office space.

Must Have

Bachelor's Degree and 10 years of relevant exempt experience; Master's Degree and 8 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
