Summary You will serve as a Transportation Assistant (QA Inspector/Counselor) in the Navy Household Goods/Personal Property Shipping Office (HHG/PPSO) Store Front Section of NAVSUP FLC NORVA GF. Responsibilities You will communicates with members/employees, their dependents and agents to elicit their shipment needs and desired services. You will counsel property owners/customer regarding inbound and outbound shipments, non-temporary and temporary storage, and procedures for processing loss and damage claims. You will interpret the Joint Travel Regulations and other applicable rules, laws, and regulations to determine customer entitlements. You will maintain a comprehensive history of customer requests and requirements. You will plan, manage, and review your own workload. You will lead others to accomplish the team's mission. You will present clear and comprehensive briefs both orally and in writing. Requirements Conditions of Employment Qualifications FOR GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a thorough knowledge of a wide range of traffic management and transportation policies, principles, and methodology in order to provide counseling and entitlements in arranging and coordinating pickup, personally procured move, shipment and/or storage of household goods, unaccompanied baggage, privately owned vehicles, boats, mobile homes, and household goods inspections. Examples of specialized experience include: 1) Reviewing orders, and determining the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense; 2) Reviewing and finalizing DD Form 1299, Application for Shipment and/or Storage of Personal Property, for member/employee signature and compiles all required documents for shipment; 3) Ensuring that the work of TSPs and/or contractors engaged in the physical handling (packing and crating) and movement of household goods comply with applicable service tenders, solicitations, contract specifications and other government regulations. FOR GS-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of traffic management and transportation principles and methodology as they relate to management of personal property and household goods, as well as privately owned automobiles, boats, and mobile homes working within the framework of established practices and prescribed procedures to perform or assist higher grade personnel in performing the following: 1) Use demonstrated knowledge of transportation systems, calculation of shipping costs, and reconciliation of shipment errors to support higher graded personnel who are involved in counseling property owners/customers regarding inbound and outbound shipments, non-temporary and temporary storage, and procedures for processing loss and damage claims; 2) Reply to customer and Transportation Service Providers requests for information/assistance; 3) Utilizing computer systems related the movement of household goods; 4) Communicating with customers to elicit their shipment needs. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
