Are you looking for an opportunity to contribute to the Navy's surface ship readiness? In this role, you will manage identification and promote resolution of Fleet concerns while supporting the DDG 1000 ship class for the NAVSEA PMS 443 Readiness Office. This position has a direct impact on the effectiveness of Ships and Sailors.

The Military Analyst reports to the PMS 443 DDG 1000 ship class team on the status of pre-planning, production, financial, testing and completion of ship's availably work accomplished by Master Ship Repair (MSR) Shipyards and Alteration Installation Teams (AITs). Requires interface with the responsible Naval Supervising Activity (NSA) for all MSR production and various Naval Commands and Type Commanders for AIT work. Provides advanced planning support for all DDG 1000 maintenance availabilities. Pre-planning efforts include performing ship checks, evaluating past installation Lessons Learned, developing alteration work specifications, and supporting advanced planning document preparation. Other planning efforts include Manpower and Availability Analysis and RFP Contract development with the responsible NSA.

You will be a good fit for this position if you have performed staff work, have shipboard experience, and are familiar with the Navy's maintenance hierarchy.

In this role, you will:

  • Coordinate and implement all technical efforts to support the pre-planning and execution of DDG 1000 availabilities. Includes identification of alteration work packages, repair work, work specifications, design requirements, alteration material requirements and identification of all required ILS. Individual will coordinate all work efforts with Regional Maintenance Centers, government AIT sponsors, Ships Force, ISEA tech codes, shipyard contractors and Planning Yard On-Site reps.

  • Monitor and report adherence to production and test milestone schedules, financial monitoring and reporting of availabilities, deconflict issues with responsible NSA and sponsoring government agency, and overall condition of ship during the avail.

  • Collect, develop, and analyze complex specialized information on modernization production. Serve as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of stakeholder organizations engaged in various equipment-related functions such as supply support, maintenance, and repair. Provide technical data necessary to establish deadlines, phase programs in and out, and resolve challenging issues.

  • Participate in Lessons Learned conference and other post-installation meetings (i.e., SEA 21 Hot Washes and Modernization Execution Reviews). Post-install meetings include reviewing red-lined design drawings and capturing any design changes made via the LAR/RLAR process during installations. Information is shared for all future DDG 1000 availabilities.

  • Possess superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports.

  • Maintain and comply with security procedures in the performance of duties.

  • Perform additional duties and responsibilities as assigned by PMS 443.

  • This position is in San Diego, CA.

  • Minimal travel may be required.

Qualifications

To be successful in this role, you will have:

  • Bachelor's degree in engineering or a related scientific discipline plus 6 years directly relevant work experience.

  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.

  • An Active Secret Clearance is required at time of application.

  • Eligibility to obtain an Secret Clearance and Sponsorship may be considered for specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • Clearance must be Active before on-boarding.

  • Experience onboard Navy ships or maintaining ship systems. Former enlisted or junior officers with engineering experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience.

Desired Skills:

  • Strong analytical skills, including process mapping, risk analysis and quality tools.

  • Proficient in using Microsoft applications.

  • Excellent communication, interpersonal and presentation skills.
