HNTB is seeking a transit-minded Contract Administrator to support the Capital Program of its client, which is a major provider of public passenger rail and bus services in the Washington, D.C. region (the Client). With $25 billion in capital needs and $1.5 billion in annual dedicated capital funding, the Client has hired HNTB Corporation to play a significant role in making the Client's capital dollars go farther and faster through comprehensive and coordinated project delivery strategies. In this role, HNTB Corporation is supporting the Client to drive organizational change, improve processes, and establish good practices.

Provides contracting support for construction or professional service projects and contracts. Reviews contracts and other project-related documentation for compliance with client policy and requirements. Assesses risks/issues and advise leadership on necessary changes to mitigate risks or come into compliance with required contract language and provisions as well as suggested process or language improvements. Provides continuous

contracting support from the preliminary stage through close out in a highly proactive and responsive manner, working independently to support the client. Interacts with Project Managers and other client personnel including

incumbents from Engineering, Finance, Procurement and Legal.

Primary Responsibilities:

This position is responsible for the technical, administrative purchasing work. Responsible for supporting purchasing activities including acquisition planning, solicitation preparation, source selection, contract award and administration, ordering and close out. Prepares solicitations, amendments, awards and modifications for assigned requirements; reviews-and evaluates contractor submissions and performance. Places orders against existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts and basic purchasing agreements. The incumbent in this class works under the direct supervision of a Client contract manager.

  • Works closely with the Client contract manager to include: Reviews procurement requests for materials and services, determines the adequacy of technical specifications and/or scope of works, reviews independent cost estimates for reasonableness and all other procurement package documentation for completeness and acceptance. Advises, assists and coordinates related matters with customers to ensure timely, cost effective and legally sufficient procurement results. Analyzes customer requirements and identifies proper procurement method based on Client estimate. Works with customers to identify the proper contractual vehicle applicable for the goods/services requested.

  • Prepares a variety of purchasing solicitations including, but not limited to, Simplified Acquisitions, Request for Quotations, Request for Proposals, Invitation for Bids, Purchase Orders, Blanket Purchase Agreements and Order Releases. Prepares procurement records and files for management approval including, but not limited to, Price and Cost Analysis and Pre and Post Negotiation Position Memorandums, Award Packages.

  • Negotiates with prospective vendors to establish the most favorable price and terms for the Client.

  • Prepares preliminary determinations of responsiveness and responsibility on contract actions. Performs price/cost analysis and resolves discrepancies in material, price over/under shipments and erroneous freight charges with contractor personnel

  • Awards and administers orders for a variety of delegated supply and equipment items including special purpose, custom-made and items not readily available from local, national and international sources

  • Monitors open purchase orders and contracts for compliance with delivery schedules, performance and other terms. Recommends cancellation of orders, communicates to customers manufacturer delays or other circumstances affecting operational requirements. Closes issued or delegated purchase orders and contracts.

  • Compiles data and prepares reports on procurement backlog, past due reports, purchase order/contracts awards and procurement administrative lead time as required. Ensures data is entered into automated database. Inputs and retrieves purchasing information from a variety of automated procurement and materials management systems.

  • Prepares correspondence, procurement forms, solicitations and reports. May also prepare and electronically transmit any and all related procurement solicitation documents for advertisement.

  • As procurement specialist for assigned commodity/materials area, meets with customers to develop acquisition strategies. Analyzes forecasting methods, seasonal requirements, strategically sourced purchases, cooperative purchases and Federal supply schedules.

  • Disseminates information regarding the Disadvantaged Business Enterprise Program and the Small Business and Local Preference Program.

  • Assembles contract files and drafts findings of fact and Client final decisions. Evaluates and conducts investigations regarding contractor claims, protests and disputes.

  • Performs other duties as assigned.

Preferred Qualifications and Skills:

  • Bachelor's Degree in Procurement or a bachelor's degree in Business, Finance, Construction or relevant degree. Plus 1 year administrative, contracts, payments and construction documentation experience.

  • Certification from an accredited procurement program such as the National Institute of Government Purchasing (NIGP) or certification from another such program(s)

  • Strong oral and written communication skills.

  • Excellent attention to detail.

  • Knowledge of Microsoft Office applications.

  • Able to learn and use multiple client legacy systems and web-based tools (training provided). Technical Excellence - Excellent knowledge of the job and professional expertise, understands the requirements of chosen field. Stays current. Produces quality work.

What You'll Need

Essential Responsibilities:

  • Works with project managers and contracts personnel to ensure contract or bid documents are clear, complete and in compliance with requirements. Serves as the primary liaison to Project Managers and coordinates with other staff and resources as needed to resolve issues in bid, award, contracting and close out processes.

  • Administers ongoing contract needs with regard to contract changes and payments which may require expertise in the use of client databases, legacy computer systems and web-based project management software.

  • Works collaboratively with the client contracting staff, attorneys and Engineering staff to ensure that work loads are balanced and Project Managers receive the highest level of service and responsiveness possible. Responds to inquiries from Project Managers, consultants, contractors and other management as needed.

  • Supports proposal activity as necessary, especially regarding contract terms and provisions.

  • Performs other duties as assigned.

Minimum Qualifications:

  • High School/GED or equivalent

  • 3 years' administrative, contracts, payments and construction documentation experience
