Summary You will serve as a Logistics Management Specialist in the Logistics and Operations Branch of CNSSC FLD DET MECH PA. Responsibilities You will be the Command's subject matter expert for the analysis of planning, development, and maintenance of Current Operations, Future Operations, Future Plans, Exercise Engagement, Global Logistics Support, etc. You will analyze the strategic plan, assessment plan, logistics mission, enterprise vision and values and communicate the results to the Planning team, and the Division and Branch Director/Deputy Director, and Department Leadership. You will serve as the technical and subject matter expert responsible for articulating, and communicating, to the team a wide variety of complex issues in regard to the analysis of plans, issues, policy, processes, and recommended courses of action. You will be responsible for analyzing the selection and application of appropriate problem solving methods and techniques to be used in coordinating overall naval logistics planning functions. You will be responsible for providing training recommendations to the Branch Team Lead and the Division Deputy Director in reference to the analysis of methods and techniques of team building and working in teams to accomplish task and projects. You will assist the Branch supervisor and the Division Deputy Director in analyzing, identifying, distributing, and balancing the workload and tasks amongst the Team. You will recommend, oversee, manage, and make policy recommendations specific to all logistics roles in support of NAVSUP (Naval Supply Systems Command) Enterprise Logistics Response Teams (ELRTs). You will expertly collaborate with, provide advice to, and give guidance and counsel to team members on best business practices when acting in the capacity of a facilitator/negotiator in coordinating team initiatives and consensus. You will analyze the overall development and changes to staff directives as required and present the same to Branch Head, Division Director and Deputy Director, for Department leadership review and approval. You will analyze problems and develop recommendations for issues to be addressed across all logistics plans. You will advise upper level management on the analysis of assigned readiness, supportability, and proposed resolution of critical problem areas in reference to plans and operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector applying a mastery knowledge of the analysis and application of Joint Operational Logistics principles, strategies, practices, capabilities, and limitations, in order to serve as the senior analyst who plans the development of contingency response plans, and who is able to respond to the Logistics Operations Center (LOC) planning and execution phases; I am familiar with joint planning program goals and the sequences of key planning events and milestones, along with the methods of evaluating/analyzing logistics support plans. I have an expert analytical knowledge and am a master in data collection when performing quantitative and qualitative analyses of data associated with Logistics Sustainability Analysis connected with Contingency Response and LOC planning. Examples of specialized experience must include: 1) Utilizing a knowledge of significant time-phased support requirements such as transportation requirements necessary to support the movement of personnel, equipment and supplies; 2) Applying a knowledge of fuels, provisions, parts, mail, strategic life, distribution and storage concepts, practices, principles and regulations; 3) Familiarity with sea operations including: ships, boats, barges and oceanic conditions required to successfully transport personnel, equipment and supplies (alongside, ship-to-ship transfers, Carrier Onboard Delivery, Vertical Replenishment and Connected Replenishment); 4) Performing the analyzing of, planning of, organizing of, and leading of logistics planning teams to ensure they are able to negotiate effectively with high-level officials to ensure the acceptance and implementation of recommendations related to complex logistics issues.
